Scope of Work for Grants and Contracts Manager

Grant-Making Support Services: Develop a grant-making process for open innovation competitions, that can be tailored to specific competitions as necessary. This grant-making support includes:

• Soliciting innovation and delivering sub-awards and grants for open innovation competitions

which may be valued at up to 50% of the total award, not to exceed $57 million.

• Managing or supporting the selection process, organizing, and scheduling interviews with

selected applicants at the interview stage and organizing and facilitating evaluation committees.

• Conducting or supporting the due diligence process associated with grant applicants.

• Developing and clearing award packages with relevant USAID staff.

• Managing open innovation competition grants, subawards and contracts.

• Ensure all necessary and agreed reporting related to grant-making and awards is executed.

• Supporting DIV as it implements award application and grant-making processes via field

outreach, DIV’s Annual Program Statements (APS), application review guidelines, awardee

selection criteria, due diligence, and evidence-based funding approach.

Position Description:

The Grants and Contracts Manager provides grants delivery and management oversight for Grants Under Contract. S/he has the primary responsibility for conducting due diligence for awards, overseeing the development of work plans and grant milestones, and providing oversight to grants under contract. S/he ensures that all grantees achieve objectives laid out in their work plans and achieve related milestones. S/he provides financial, contractual, and operational leadership and support to the grantees, ensures contract compliance, and liaises with the clients on issues related to grants management. S/he ensures that all project activities are implemented in accordance with the client rules and regulations.

Required Qualifications:

Experience: Minimum of five (5) years or more of progressively responsible work experience in managing grants as outlined in this scope of work.

Education: Degree in business administration, public administration, public policy, or a related field.

Skills: Demonstrated experience in managing grant awards and/or working with small and medium size enterprises.
