The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

Job Description


Under general direction, the Harbormaster plans, organizes, and directs the operations and property management of the South Beach Harbor.

The essential functions of this job include:

  • Ensuring daily and long-term maintenance of the facility by implementing improvements and modifications.
  • Preparing various reports for operations and activities.
  • Planning, budgeting, and supervising maintenance and repair work to ensure conformance with standards.
  • Preparing budgetary requirements and justification for materials, supplies and equipment.
  • Directing and assisting in the development of the berth marketing program.
  • Supervising and assuring the proper completion of rental agreements.
  • Supervising the collection of necessary fees.
  • Reviewing and approving daily deposit slips.
  • Reviewing credit cards sales reports and solving any disputes.
  • Monitoring of daily cash receipts.
  • Maintaining open communication with Harbor customers, potential customers, shore tenants and staff.
  • Implementing financial controls that assure accountabilities for all accounts receivable and payable including timely posting, processing, and approvals.
  • Directing and participating in the maintenance of various daily logs and adhering to the requirements of governmental and other regulatory agencies directly affecting Harbor operations to ensure compliance with laws, rules, and regulations.
  • Responsible for the professional development and supervision of South Beach Harbor staff.

TWIC Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission.

Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.


Qualifications


1. Possession of a Marina Manager Certification (CMM); OR

2. Five (5) years progressively responsible experience managing waterfront operations, the administration and maintenance of a large municipal or private marina (250+ berths), yacht harbor or commercial fishing harbor; OR

3. Possession of a baccalaureate degree from an accredited college or university with major course work in marine transportation, marine conservation, marine maintenance, business/management, or a related field; and four (4) years progressively responsible experience managing waterfront operations, the administration and maintenance of a large municipal or private marina (250+ berths), yacht harbor or commercial fishing harbor; AND

4. Three (3) years of experience supervising subordinate personnel; AND

5. Possession of a current California driver’s license at the time of appointment. Candidates must be insurable under the Port’s automobile liability insurance policy. Insurability must be maintained throughout employment.

Substitution:

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution: Possession of a Juris Doctorate (J.D.) or Master's degree may substitute for one (1) year of the required professional experience.

The Ideal Candidate Will Have:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Service in U.S. Coast Guard or U.S. Navy working in a maritime environment.
  • Strong management experience, to include organizing of team roles and schedules, staff development and evaluation of employee performance.
  • Knowledge of marina environmental and regulatory rules and procedures.
  • Maritime legal and risk management experience.
  • Knowledge and experience in the administration of HAZMAT regulations and practices
  • Strong written and verbal customer service experience/skills.

Compensation:
The normal annual salary range is $122,200 - $156,026. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight: 100%)

Qualified candidates will be sent a Supplemental Questionnaire via MS Form link after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0922 Harbormaster, Port of San Francisco.

Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification Rule:

The certification rule for the eligible list resulting from this examination will be Rule of the List.
