Performs advanced (mid-level) consulting and analysis of work. The work involves serving as a liaison for County departments in purchasing and procuring commodities, equipment, and services using guidelines, rules, policies. Ensuring all purchases are compliant with all applicable procurement laws. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement.

Examples of Work Performed:

Analyzes department requisitions to determine if requested goods and/or services from desired vendor is at the best price and delivery, while not compromising quality of goods and/or services

Reviews requisitions in their entirety to determine proper commodity codes are being utilized

Must ensure all purchase orders issued are in compliance of all related procurement laws (local, state, and federal)

Must have knowledge of all County contracts in place to best direct departments when requesting specific goods and/or services

Expected to process a certain amount of purchase orders per day

Must review and analyze legislation related to procurement, including tracking legislative bills and assisting with bill analysis

Must be familiar regarding any related topics as defined in the Purchasing Policies and Procedures Manual

Held accountable understanding codes and statutes as they relate to procurement, (i.e. LGC, UGMS, OMB Circulars, HUB, MWBE, etc.)

May act as a liaison between a vendor and the County to try and resolve any issues or concerns on an issued purchase order for nonconforming specifications, poor services, late delivery, cancelled orders, improper invoicing, and back orders

May resolve invoicing problems to ensure prompt payment for all purchase orders issued

May attend interdepartmental planning meetings where long-term goals involve the purchasing function

May review all current internal processes to identify areas of opportunity for continuous improvement to remain compliant with procurement statutes

Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement, while ensuring compliance with all applicable procurement laws

Performs other related work as assigned
Education and Experience:

Associate’s degree from an accredited college or university in business, public administration, finance, accounting, economics, political science or related field.

Experience in purchasing, analysis, evaluation, monitoring of contract providers, or research services preferred.

Two (2) years of related experience may be substituted for one (1) year of education.
Certificates, Licenses and Registration:

Must have a current valid Texas motor vehicle operator’s license

Must be able to be insured by the County’s insurance carrier

Knowledge, Skills and Abilities:

Must pay attention to detail, demonstrate good critical thinking and problem solving skills with excellent written and oral communication skills.

Proper interaction with elected officials, department heads, department staff, business organizations and the general public

Skill in relating legislative information, in problem solving, in policy analysis and research and in the use of a computer and applicable software

Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to interpret complex data, analyze issues, to work under pressure and meet close deadlines

Pay: $37,548.00 per year
