Community Counseling Solutions is the leading behavioral health agency in Eastern Oregon, and we are looking for a Full-time, 40 hour a week Housing Assistance Program Coordinator for the BHRN Program for Morrow and Umatilla Counties. The Behavioral Health Resource Network (BHRN) is a program designed to provide services to individuals struggling with substance use disorders. This position will be located in the Umatilla County CCS offices.

Successful candidate will be responsible for providing increased opportunities for stabilized housing through BHRN grant funds to members who are identified as having behavioral health challenges. You will work with community partners to secure more permanent scattered site housing support.

Qualifications required include:

  • A Bachelor’s degree in psychology or social work preferred OR
  • Have three (3) years of experience working in a social service field.
  • Experience working in housing field preferred.
  • Proof of Covid Vaccination or approved religious or medical exemption upon hire.
  • A valid Oregon Driver’s License, $300,000 in personal auto insurance and $100,000 for bodily injury and property damage.
  • Ability to pass a criminal background check.

Entry level hourly wage is $24.18, but depending on experience it could be more, up to $35.34. CCS provides a generous benefit package including medical, dental, vision, EAP, life insurance, 401K match, HRA, FSA and PTO. Position is open until filled. EEOC.

JOB DESCRIPTION:

To provide increased opportunities for stabilized housing through BHRN grant funds to members who are identified as having a behavioral health challenges. Work with community partners to secure more permanent scattered site housing support. Involve community partners and link participants to community social support services.

This position is supervised by Housing Program Manager.

RESPONSIBILITIES

Coordinate housing services which include identifying housing, securing of public housing authority approved rentals, advocating and mediating housing concerns on behalf of participants, and connecting participants to a comprehensive service array.

Assist participants in the application process, development of the agreement of support, housing budget, and establishment and maintenance of landlord/neighbor/community relationships.

Work in conjunction with Transition Coordinator to ensure that all eligible members in State Hospitals and Licensed Residential are identified and being considered for placement into the rental assistance program.

Educate local community partners on eligibility requirements for rental assistance and encourage referrals.

Monitor the rental assistance budget, review requests for disbursals, and collaborate with team on monitoring household income when required.

Establish and maintain the rental bank which includes working with local housing options to develop the scattered site rental options.

Complete other tasks as assigned to support the rental assistance team.

Requirements:

Education and Experience

Bachelor’s degree in psychology or social work preferred or have three years of experience working in a social service field. Experience working in housing field preferred. Able to pass a criminal history background check and have a current drivers license.

Must have excellent typing skills, have knowledge of basic office software programs and ability to effectively use such software.

Information communicated ranges from routine/basic to complex and confidential information.

Must hold a valid driver’s license and be insurable or carry insurance for client service purposes and for travel between business offices, the community, and to attend required meetings and/or trainings. Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

PHYISCAL DEMANDS

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Position will requiring sitting for several hours reviewing reports and other written materials and talking on phone. This position may occasionally be required to lift up to twenty (20) pounds. Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies.

This position will require frequent driving, often driving for up to 6 hours at a time.

Position will require regular overnight stays, some of which will be two or more nights in a row.

The employee should possess a valid driver’s license for vehicle travel between business offices and to attend required meetings and/or trainings.

WORK ENVIRONMENT

Work is performed in an office environment and in many community settings. The noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms.

This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e., moving mechanical parts, airborne particles, and electrical shock).
