GENERAL JOB SUMMARY

  • This position is responsible for the Human Resource Department of Hospice of Havasu with 24-hour, day-to-day operations accountability.
  • Graduation from an accredited four-year college or university with a degree in human resources, or other related filed or a level of education that, together with experience and training enables the applicant to meet the job description.
  • Professional Human Resources (PHR) or senior Professional Human Resources Certification (SPHR) and/or SHRM-CP preferred.
  • Experience to include five or more years of related experience in a position of comparable scope and size to the organization, including hands-on experience in human resource disciplines (workers comp, benefits, FMLA, staffing, and employee relations, etc.), as well as supervisory experience.
  • Knowledge of ADP Workforce Now preferred.
  • Hospice of Havasu is a not-for-profit, patient centered team of professionals and volunteers who serve the physical, emotional and spiritual needs of the incurably ill and their families. The Human Resources Manager will plan, organize, and direct a variety of complex professional human resource functions. The Human Resources Manager serves as a member of the senior management team. Business acumen, financial prudence and a serving philosophy is a key component of this function. The Human Resource Manager routinely travels between all the organization’s offices in Mohave County. This position carries supervisory responsibilities.

ESSENTIAL FUNCTIONS

  • Ensure that Hospice philosophy of care as defined by state and federal regulations is appropriately implemented.
  • Responsible for organizational compliance with federal, state, and local legislation pertaining to all personnel matters.
  • The Human Resource Manager will provide senior leadership by planning for organizational effectiveness and employee satisfaction. This will include, but is not limited to, compensation, benefit and classification structures, recruitment, employee development, safety, performance management, and employee relations and retention.
  • Staff the agency with credentialed employees consistent with the National Hospice and Palliative Care Organization standards of practice.
  • Provide training to the senior leadership team regarding recruiting, hiring, orientation, guidelines and policies to ensure that the selection process maintains appropriate, qualified staffing levels.
  • Provide training to the senior leadership team on employment aspects/ practices such as FMLA requirements, employee relations, employee review preparation, conflict resolution, etc.
  • Provide professional advice to senior management on human resource and staff development issues.
  • Maintain agency compliance of Federal, State, and local employment regulations in both human resources and hospice standards.
  • Maintain up-to-date and complete employment records i.e. background checks, drug panel testing, AZ Driver’s license, Motor Vehicle Driving Record, CPR, U.S. Citizenship and Immigration (USCIS), EEO forms, TB testing or Chest X-ray, etc. per Federal, and State regulations.
  • Manage agency’s substance abuse program.
  • Maintain, develop and assess systems for tracking documentation to ensure the effectiveness of employee information and continuing education requirements.
  • Ensure that all in-service trainings are met by employees as required.
  • Assure that assigned areas of HR responsibility are performed within budget and prepare the Human Resources Department’s annual budget requests; assure efficient use of budgeted funds.
  • Influence (motivate, lead, direct) and supervise human resource staff.
  • Manage personnel activities of Hospice of Havasu staff (i.e. hire, train, coach, appraise, reward, motivate, discipline, and recommend termination as necessary).
  • Develop and facilitate leadership training based on knowledge of identified training needs of the organization.
  • Offer senior leadership advice on the training needs of the organization.
  • Responsible for the development and continued maintenance of the Employee Handbook, EE Benefits Package, and Organizational Chart.
  • Assist management with developing, writing and updating job descriptions as needed.
  • Develop, administer and evaluate goals for the H R Department.
  • Identify problems, recommend and implement solutions and evaluate outcomes.
  • Investigate employee complaints, file reports, and inform the Executive Director per agency policy.
  • Responsible for the organization’s non-patient related Incident Reporting Program.
  • Investigate incidents or unusual happenings, file reports and inform the appropriate individuals or authorities as required by law.
  • Consult with agency’s HR attorney when the organization may be at risk for potential employment or worker’s compensation litigation per approval from the Executive Director.
  • Participate in all required training and agency committees i.e. ethics, safety, etc. as requested.
  • Provide leadership and direction in the development of short and long range plans.
  • Work closely with the agency’s safety program to reduce the risk of employee injuries.
  • Participate in the orientation of new employees.
  • Assist the Executive Director and Finance Director in Health Insurance and Worker’s Compensation contract negotiations.
  • Work with the Executive Director and Finance Director to establish compensation programs for all staff.
  • Ensure that the HR department is viewed by employees as a resource for guidance and information.
  • Provide guidance and coaching, handle complaints, settle disputes, resolve grievances and conflicts; negotiate effectively with others.
  • Prepare constructive performance reviews for staff, securing their commitment to the company’s goals.
  • Plan and implement employee recognition events on a regular basis.
  • Conduct exit interviews and analyze data for retention strategies.
  • Represent the organization for unemployment and worker’s comp claims.
  • Collaborate and communicate effectively as part of the team to establish and maintain cooperative working relationships.
  • Coordinate HR departmental activities with other departments as needed.
  • Attend senior management departmental meetings as required.
  • Participate in Career Fairs for staff recruitment as needed.
  • Practice safety in the workplace.
  • Maintain employee confidentiality at all times.
  • Keep the Executive Director fully informed.
  • Fluent in the English language.
  • Ability to position self to move about, ascend, descend or traverse, transport, operate, activate, use, prepare, inspect or detect, perceive, identify, recognize, observe, inspect and assess are required. Ability to convey, communicate, speak clearly and exchange information, converse with, discern, and express oneself.

Education:

Knowledge Requirements:

  • Hospice Philosophy of care; working knowledge of current hospice employment guidelines and staffing requirements.
  • Knowledge of ADP Workforce Now preferred.

  • Considerable knowledge of current trends and practices of human resources administration; knowledge of employee classification, compensation, benefits, recruitment, selection, training, and labor relations; considerable knowledge of managerial principles and techniques and practices.
  • Maintains professional growth and development through seminars, workshops and professional affiliations to stay current with laws and trends in the field of human resources.
  • Demonstrated understanding and compliance with agency policies, including but not limited to documentation, continuing education, work schedules and required HR documents, Federal, State and local employment labor laws and regulations.
  • Knowledge of Federal and State employment legislation (or laws).
  • Knowledge of Federal and State laws prohibiting discrimination in employment.
  • Knowledge of discrimination under the American Disabilities Act.
  • Knowledge and support of agency’s safety and OSHA policies.
  • Understanding of HIPAA Privacy Standards and related agency policies.
  • Patient’s Rights.

Special Requirements:

  • Ability to operate a motorized vehicle and is auto insurable with minimum coverage as follows: $100,000 bodily injury per person, $300,000 bodily injury per accident and $50,000 property damage and have reliable transportation for work in the community and surrounding areas.
  • Ability to travel with-in the agency’s service area of 1.5 hours distance to/from the home office. Other travel may include occasional overnight trips to attend conferences etc.
  • On-call hours may be assigned to include nights, holidays and weekends. Hours may be flexible.
  • Participate in and complete all continuing education activities as assigned in a timely manner.
  • Follow all State of Arizona laws for Mandatory Reporting.
  • Adhere to Hospice of Havasu’s Standards of Behavior.
