This is a Full-Time 40 Hours Weekly position with the Department of Human Services. For more information on the Department of Human Services, please visit https://dhs.sd.gov/.
This position will implement, coordinate, and monitor training programs and vocational services at the SD Rehabilitation Center for the Blind. Responsibilities include providing technical assistance and training to agency staff and students with a variety of disabilities. The position will develop policies and procedures to ensure programs are delivered effectively and efficiently and meet state and federal rules and regulations. Develop program and data analysis of services offered at the Center and interpret data to improve services offered to clients. Certification in orientation and mobility and/or low vision is preferred.
The Ideal Candidate Will Have:
Degree in human services or related field. Certification from the Academy for the Certification of Vision Rehabilitation and Education Professionals (ACVREP) or the Commission of Rehabilitation Counselor Certification (CRCC).
Knowledge of:
- adaptive skills necessary to compensate for the loss of physical, mental, and/or sensory functioning;
- alternative techniques of blindness, low vision, and assistive technology;
- medical conditions and how disabilities affect an individual's ability to function independently;
- orientation and mobility, communications, vocational preparation and assistive technology instruction techniques;
- vocational assessment techniques to help individuals identify strengths and career goals;
- principles, theories, and techniques for public administration, including resource management, staff development, public relations; and
- applicable federal and state regulations, rules, policies, and procedures.
Skill to:
- solve program or project administration problems requiring evaluation of information from a variety of sources;
- develop and implement a variety of formal and informal career development and vocational assessment procedures;
- listen attentively and convey information to others in a professional manner;
- write policies, procedures, case notes, and correspondence in a clear and professional manner;
- collect and interpret data to translate it into meaningful, concrete information to improve services; and
- deliver presentations to a variety of audiences in a professional and engaging manner.
Ability to:
- serve in a leadership role;
- plan and organize work activities and adjust to multiple demands;
- understand, interpret, and follow federal regulations, state law and rules and policies, and procedures;
- provide consultation and instruction to SBVI staff on a statewide basis;
- write meaningful, concise, and accurate correspondence;
- apply decision-making principles to adjust programming on a day-to-day basis;
- develop short-term and long-term goals, and plan utilization of resources; and
- work cooperatively with others and participate in a team setting.
