General Statement of Duties
The Imaging Specialist is responsible for electronic data processing into County owned Enterprise Content Management (ECM) systems. Daily tasks include scan preparation and scanning, downloading images, records maintenance, file creation, quality process control, electronic data entry, equipment setup, copying, bates stamping, moving/lifting boxes, OCR process, and indexing. This position reports directly to the Administrative Analyst.
Classification Summary
The Imaging Specialist role is to maintain the integrity of the paperless system for the Assessor’s Office. The work is performed under the general direction of the Administrative Analyst, but considerable latitude is granted for the exercise of independent judgment and initiative. Tasks are performed in a typical office setting with appropriate climate controls.

Essential Duties and Responsibilities
- Scan with high speed scanning equipment;
- Setup, maintain and continually improve the paperless filing system for over 90,000 parcels;
- Process, organize, prepare, sort, bates stamp and code assorted documents;
- Maintain confidentiality of all information related to documents, procedures and practices;
- Import and export data within the county ECM systems;
- Communicate effectively and efficiently with fellow workers and members of the public;
- Work closely with the ECM Administrator and Project Management Office (PMO) on project related tasks;
- Perform and maintain indexing and OCR processes;
- Review scanned/imaged documents for accuracy, readability, legibility and rescan documents as needed;
- Assist the Assessor in developing processes and best practices for paperless filing and archiving initiatives;
- Assist users with paperless applications and assist with electronic document workflow improvements;
- Excellent customer service skills;
- Must possess excellent visual, oral and written communication skills;
- Must possess excellent planning, organizational, detail oriented and time management skills;
- Perform all work assignments and activities in accordance with County policies, procedures and safety policies;
- Perform other duties as assigned.
Knowledge, Skills and Abilities
Demonstrated working knowledge of:
- Public records law;
- High volume scanning equipment;
- File and scanning formats and OCR processes;
- Enterprise content management (ECM) systems; OnBase, PaperVision, PaperClip;
- Microsoft Windows and Office Products, PDF products and other imaging software;
- Knowledge of appraising practices and legal practices preferred;
- Special preference given for experience with OnBase Workflow and Application Enabler.
Demonstrated ability to:
- Perform multiple tasks simultaneously, including handling interruptions, and return to and complete tasks in a timely manner;
- Explain regulatory compliance issues related to the department's function;
- Have patience for fine, detailed work;
- Learn new and updated imaging software when needed;
- Analyze a variety of general service logistical problems and make routine decisions;
- Read and interpret written policy, regulations and procedures;
- Operate a variety of office equipment;
- Work independently and deal effectively with stress caused by work load and time deadlines;
- Work with Vendors to test, evaluate, demo and provide guidance on scanning processes;
- Present ideas and information effectively, both orally and in writing;
- Work well independently and as part of a team;
- Work effectively/courteously with end users;
- Perform routine tasks.
Acceptable Experience and Training
- High school graduate or GED certificate and;
- Associate's Degree;
- Five (5) years of experience with scanning practices and equipment use in an office environment;
- Preference give to experience with OnBase using Workflow and Application Enabler;
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Special Qualifications
- Must possess a valid Idaho' Driver's License;
- Must successfully complete a background investigation through the National Crime Information Center (NCIC).
Essential Physical Abilities:
- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and by telephone;
- Sufficient visual acuity, including color perception, with or without reasonable accommodation, which permits the employee to comprehend written work instructions; troubleshoot and perform repairs on equipment; and read and comprehend written documents, technical manuals and diagrams;
- Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate print shop, standard telephone and office equipment, including a personal computer;
- Sufficient body mobility, flexibility, agility and strength to work in an office environment, perform duties that may require bending, stooping, kneeling, crouching and reaching and to occasionally move or lift up to 50 pounds
