GENERAL DESCRIPTION
Under general supervision to perform inspections and associated administrative duties for the Cross-Connection Control/Customer Service Inspection program under regulations set forth by the Texas Commission on Environmental Quality.
SUPERVISION EXERCISED
This position exercises no supervision.
IMPORTANT AND ESSENTIAL DUTIES
Inspect commercial, industrial, and/or residential facilities for health hazard cross connection.
Educate customers with regard to regulatory/ordinance requirements regarding backflow prevention as well as safety issues regarding health hazard cross connections.
Maintain a database of all identified health hazard facilities and associated backflow prevention devices.
Receive and maintain initial and annual test reports of all health hazard backflow prevention devices within the city to be available for inspection by the TCEQ.
Forward annual notification to identified health hazard facilities regarding need for annual re-test of backflow prevention devices.
Inspect commercial, industrial, and/or residential facilities for presence of lead in solder in excess of state regulatory limits.
Continuously assess water system for previously unidentified facilities that may require backflow prevention devices because of health hazard cross connection.
Perform inspections under various conditions, some being potentially unpleasant.
Help with the collection system troubleshooting.
Assist the Industrial Waste Manager in all aspects of monitoring all Dental offices in the Abilene area.
Assist in the collection of Stormwater, Total Coliform, and Industrial Waste sampling and all the paperwork associated with these events.
Operate a City vehicle daily to travel to various water treatment plants, pump stations, storage tanks, lakes, vendors and any businesses or non-city locations that may have connections to water lines.
OTHER JOB RELATED DUTIES
Coordinate various activities with Building Inspections.
Perform related duties and responsibilities as assigned.
Assist Industrial Waste Manager in identification of facilities that may fall under the regulatory requirements of the City’s Pretreatment Program.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
Cross Connection Control/Customer Service Inspection State Regulations.
Industrial Waste regulations.
Sampling procedures.
General plumbing principles.
Safe driving principles and practices.

Skill to:
Recognize health hazard cross connections.
Determine appropriate backflow prevention devices for various situations for recommendation to customer.
Operate modern office equipment including computers and related software.
Operate a motor vehicle safely.
Perform and interpret a lead swab test.
Provide direction to the Sewer Collection Supervisor and personnel on remediation actions to be taken during SSOs.

Ability to:
Perform inspections under various conditions, some being potentially unpleasant.
Communicate clearly and concisely, both orally and in writing.

Must respond immediately to Sanitary Sewer Overflows (SSO) that may enter a waterbody of the state when notified in the absence of the Industrial Waste Officer.
Must make on site decisions where to take samples water samples, process the samples, and take the samples to the Environmental Laboratory within the EPA mandated holding times.
Provide direction to the Sewer Collections Supervisor and personnel on remediation actions to be taken and investigate the cause of the SSO.
Interface with portable toilet hauling industries to document onsite discharges and process manifests in the absence of the Industrial Waste Manager.
Assist the Industrial Waste Manager and sewer collection supervisor in troubleshooting sewer collection system problems. This requires making in the field decisions in identifing potential sources of illegal discharges. This may require directing the coodination efforts with multiple city departments as necessary.
Perform various kinds of sampling
Perform calibration of field probes.
Taking live pH data in the field.
Identify and locate proper sampling location for various compliance issues and for projects.
Assist the Industrial Waste Manager in monitoring all Dental offices to ensure compliance with the new Dental Regulations.
Coordinate the processing of the stormwater creek samples with the appropiate laboratory for analysis per Federal regulations and State Rules.
Find and monitor all irrigation systems connected to te City of Abilene Drinking Water System.
To know if backflow devices are required at each facility to protect the public water system.
To know if the correct device is installed as required by state rule/regulations.
To know when each device was checked.
To know if this site is a good and representative sampling site.
To know if the environmental conditions are acceptable for the sampling event to occur.
To know how to process the samples collected.
Make field decisions in identifying potential sources of illegal discharges.
Direct the efforts with multiple city departments as necessary during an SSO.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:
Four (4) years of related experience in Customer Service inspections or Water/Wastewater industry is required.

Education/Training:
A high school diploma or GED is required.
Some college is preferred.

License or Certificate:
Possession of, or ability to obtain the following licenses within twenty-four (24) months of employment is required:
Customer Service Inspection License
“C” Wastewater License
“C” Water License
A valid current Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Special Requirements:
Exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards.
Ability to travel to different sites.
