Job description
The Information Technology Services – Web Developer works under the direct supervision of the Information
Systems Analyst, and/or the Information Systems Manager. The Information Technology Services – Web
Developer assists the City departments in developing and publishing World Wide Web (WWW) content, including
support of the design of departmental websites, development of web page templates, assisting in the
management of web design consultants and support for staff authoring/publishing using a Granicus Content
Management System (CMS), Microsoft SharePoint, and other Windows/Linux based web engines.
ESSENTIAL FUNCTIONS
The following is a list of typical duties assigned to this classification. The duties included on this list are

- Collaborates with City departments and divisions to plan, configure, maintain, troubleshoot, and build web
sites and services.
- Designs and modifies custom graphics for City departments, flyers, and websites utilizing adobe
software.
- Designs custom programs and online forms for the internet, intranets, and provides advanced
troubleshooting and problem-solving of web based applications and systems.
- Maintains and develops new City related web applications using emerging web front-end and back-end
technologies.
- Develops logic, codes, tests, and enhances web pages and web applications using modern
programming languages, with emphasis on established frameworks and run-times.
- Reviews and analyzes user requirements and workflow, and addresses problems.
- Maintains and creates accessible and cross-browser compatible web pages and sites based on existing
templates by utilizing web design standards, industry best practices and ensures ADA compliance.
- Develops, documents, and implements standards and best practices for the City's intranets and internet
presence (including posting to all city social media outlets).
- Utilizes web-based applications and other programming tools such as Microsoft Office, Java, Granicus
Content Management, Microsoft SharePoint, .NET, Visual Studio, HTML, ASP/ASP.net.
- Perform other office and IT support related duties as assigned.
- May be required to work in a secure facility setting.
MINIMUM QUALIFICATIONS
Education, Training and Experience
- Any combination of education and experience that could provide the required knowledge and abilities is
qualifying. A typical way to obtain the knowledge and abilities would include possession of related
technical certifications, in addition to the following: 1. Associates Degree from an accredited college in Information Systems or related field and;
2. One (1) years of technical experience in performing a web content development and design.
Licenses, Certificate and/or Special Requirements
- A valid California class “C” driver’s license, safe driving record, and proof of insurance are required at the
time of appointment.
- Other related technical/cyber security certifications are desirable.
- Must successfully complete a background investigation and/or polygraph examination.

TESTING & SELECTION PROCESS
All properly completed applications will be reviewed and only the most highly qualified candidates will be invited

written test, a performance test, and/or an oral interview to evaluate the applicant’s skill, training, and

Applicants completing selection testing with acceptable results will qualify to have their name placed on an
Eligibility List. The Eligibility List will be considered by the hiring authority to fill current and future vacancies for
the position.
VET ERANS’ PREFERENCE CREDIT
The City of Hawthorne provides Veterans’ Preference Credit to qualified candidates who are successful in the
examination process. To be eligible for this preference, a legible copy of DD214 upon application filing with the
Hawthorne Human Resources Department is required.

retirement plans, health programs, educational reimbursement and other benefits listed in the Hawthorne
Municipal Employee Association (HMEA) Part-Time Memorandum of Understanding. Benefits may change due
to employer-employee negotiations.
