Overview:
POSITION SUMMARY:
The Inventory Management Specialist is responsible for the property management functions associated with the planning and process of all documents pertaining to the acquisition: accountability, maintenance; inventory; and disposition of non-expendable property under the jurisdiction of Tuba City Regional Health Care Corporation. Incumbent is responsible for establishing and maintaining files and records for personal corporation property; purchase orders and receiving report for equipment. The property inventory system includes corporation owned capitalized and non-capitalized equipment, such as medical and office equipment, communications and reprographic equipment, computers, biomedical equipment, housekeeping and kitchen equipment, office furniture, operations and maintenance equipment including real estate.

NECESSARY QUALIFICATIONS:
Education:
  • High School Diploma or GED
Experience:
  • A minimum of two (2) years’ experience with property management in a healthcare environment.
  • A minimum of (1) year experience with financial and/or procurement software and MS Word and Excel
License:
  • Must have a valid State driver’s license to operate a Government vehicle
  • Must have and maintain current CDL, if none, obtain within 6 months from date of hire.
Other Skills and Abilities:
A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas:

Physical:

The work requires ability of prolonged sitting, walking, standing, driving, bending, climbing, kneeling, crouching, twisting, maintaining balance, and reaching. Also requires lifting, pushing, and pulling items up to 50 pounds for a prolonged period of time, lifting frequently up to 75lbs, and occasionally over 100lbs. Must also be able to frequently push and pull over 100lbs. Sensory requirements for position include prolonged far, near, and color vision, depth perception, seeing fine details, hearing normal speech, hearing overhead pages, and telephone use. Both hand manipulation use in simple/firm grasping, fine manipulation, and use of keyboards is required.

Mental:

Requires minimal supervision in performance of job duties; is a self-starter and prioritizes responsibilities to ensure completion of duties. Must have prolonged ability to concentrate, demonstrate a high degree of patience, and work in areas that are close and crowded. Must frequently cope with high level of stress, handle a high degree of flexibility, handle multiple priorities in stressful situation, work alone, and adapt to shift work. Occasionally will need to make decisions under high pressure, cope with anger/fear/hostility of others in a calm way and manage altercations.

Environmental:

The work is performed indoors and outdoors, in good and inclement weather. The work environment involves normal risks and discomforts of office/warehouse operations where it could be hot or cold, and dusty. Employee may be required to wear protective clothing, such as a hardhat, goggles, gowns, or boots. May be exposed to infectious diseases and chemical agents for a prolonged period. Frequent exposure to dust, fumes, gases, extremes in temperature or humidity, loud noises., and hazardous or moving equipment are present. May occasionally be exposed to unprotected heights. Incumbent may come across hazards during everyday duties such as the possibility of cuts, scrapes, bruises, falls from ladders or other material handling equipment.

Responsibilities:
ESSENTIAL FUNCTIONS:
  • Provides routine and technical assistance to staff members on equipment needs.
  • Screens equipment requests from available inventory records and other corporation surplus sources to identify excess that might be acquired for the requesting department. Ensures that necessary documents are prepared for equipment to be replaced.
  • Coordinates requests for large equipment or fixed property acquisition with Biomedical, Facility Management, Safety, and appropriate professional consultant for conformance with applicable guidelines.
  • Establishes and maintains current computerized listing of all equipment data, tracking and modification.
  • Receives and verifies shipment of equipment against purchase orders for TCRHCC: notes shortages, overages, damages, or discrepancies.
  • Researches discrepancies to obtain reliable information and to coordinate appropriate action.
  • Directs the assembly of equipment or coordinates with the respective vendors and officials where installation or assembly is specifically required.
  • Coordinates with Bio-Medical section all electrical equipment for testing prior to delivery.
  • Ensures that proper identification number (decal) has been attached to individual equipment received through purchase, transfer or donation and obtains the required information to establish and maintain the Fixed Assets for all capitalized property.
  • Processes receiving reports in accordance with established procedures.
  • Maintains related documents such as warranty and photographs on file for reference.
  • Checks subsequent equipment listing to ensure acquisition has been recorded, if not, initiates necessary action to reflect acquisition.
  • Establishes and maintains internal control records for non-capitalized equipment orders.
  • Obtains signature of responsible employee for receipt of property.
  • Occasionally, will verify shipment of supplies against purchase orders, deliver items to the ordering department and obtain signature.
  • Receives and stores unnecessary, excess, or surplus corporation property turned in from various departments.
  • Prepares appropriate disposition forms with statements including related documents where practical and ensures the information is adequate to reflect the condition of the property.
  • Initiates appropriate documents for removal from record equipment transferred, sold, shortages, or destroyed.
  • Participates with the annual or special physical inventory or corporation property.
  • Obtains necessary documentation on equipment shortages and other supporting documents for report of survey action.
  • Establishes and maintains files and records on inventory management program.
  • Receives used backup batteries and prepares necessary documentation for disposition.
  • Occasionally, may be required to perform related duties as assigned in connection with General Service’s operations.
  • Ensure proper PPE is always worn while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
  • Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
  • Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
