IT Director (Application Development)
Job description
The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvania employees and retirees, has an immediate opening for an IT Director for our Application Development and Planning & Reporting teams.
This position reports to the Chief Information Officer. The role of the Director is to plan, coordinate and direct all activities related to the design, development and implementation of organizational information systems and software applications. This includes but is not limited to:
- Recruitment, development and retention of high performing Application Development and Planning and Reporting teams
- Lead the advancement of the software development life cycle and the architecture used for application development through collaboration with internal and external partners.
- Direct the development and implementation of the report delivery process and the systems used to support reporting
- Collaboration with internal partners to ensure alignment of IT and Business Area priorities
- Demand and capacity planning to support resource allocation for various projects and tasks
- Participates in the evaluation and selection of software, vendors, consultants, or services used to support applications development initiatives
The successful candidate will possess the ability to perform the below responsibilities in the following areas:
Department Leadership and Management
- Actively manage career development plans for all direct reports and provide prompt and objective coaching and counseling.
- Regularly review individual strengths and areas for improvement for all staff. Discuss career goals and objectives and co-develop plans to help staff members achieve them.
- Review the performance of direct reports on an annual basis or more frequently, if required.
- Train, counsel, motivate, and appraise direct reports to include development of employees to perform their utmost potential; develop better understanding of work management procedures.
- Communicate with their team as a group through unit meetings to inform employees about department and Trust Fund changes; encourage problem solving and involvement in two-way communication.
- Encourage cross-team information sharing and communication, and provide a forum for team building opportunities and collaboration.
- Ensure that the PEBTF’s management principles, policies, and programs are consistently applied. In conjunction with the Human Resources Director, approve progressive discipline actions initiated by direct reports.
- Interview and select candidates for open positions.
Strategy and Policy
- Contribute to the development of an IT Strategy that aligns with short and long-term organization goals and objectives.
- Establish/implement short and long range department goals, objectives, policies and operating procedures consistent with the overall business objectives. Ensure that effective communications are maintained within the areas of responsibility. Where appropriate, inform employees as to plans and progress.
- Communicate, in partnership with Senior Management, a clear mission, strategy and values which will ensure employee ownership for solution delivery and customer service.
- Identify opportunities for operational enhancements and develop proposals, and implementation strategies and procedures.
- Ensure optimum performance of the function. Recommend/implement techniques to improve productivity, increase efficiencies, cut cost, take advantage of opportunities, and maintain state of the art practices.
- Analyze information systems and software applications to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
- Ensure compliance with Release Control policies and provide support during Internal and External Audit reviews.
- Ensure compliance with HIPAA regulations and corporate Privacy and Security policies.
- Evaluate existing applications to determine technical changes, schedules projects and resources, and monitor project timelines.
- Implement policies and procedures related to application quality standards and testing.
- Implement policies and procedures related to report delivery quality standards and testing.
Business Relationship Management
- Interact with Trust Fund personnel at all levels of the organization to coordinate and deliver high quality Information System Delivery services.
- Manage the day-to-day relationships with internal and external business partners and assure effective communications, prompt resolution of problems and monitor performance against contractual obligations.
- Regularly participate in PEBTF meetings as needed to stay abreast of business needs and changes, which may affect current and future development efforts.
- Participate in the evaluation and selection of software, vendors, consultants, or services used to support applications development initiatives.
- Coordinate with external business partners to support continuous business operations.
- Cultivate strong, positive and ethical relationships with vendor partners.
Demand and Capacity Management
- Collaborate with internal partners to establish demand management methodology and prioritization processes.
- Manage and track ticket queue, ticket documentation and time to close metrics, analyzing ticket information to identify productivity improvements.
- Drive alignment and collaboration across functional IT leaders, IT infrastructure leaders and business teams.
- Coordinate long-term organization-wide critical projects.
- Respond with agility to changing business priorities; use influence and negotiation to create collaboration to enable cost-effective and innovative shared solutions to achieve business goals.
- Oversee and direct the technology change management process.
Other
- Act within the scope of authority and consistent with Fund objectives, guidelines, policies, and practices.
- Direct the development and oversite of complex problem resolution within areas of responsibility.
- Assist the Chief Information Officer in the development of the annual budget. Authorize expenditures in accordance with the budget. Approve budget and expense of subordinates.
- Stay abreast of current trends and practices in the Information Technology and Applications Development fields.
- Perform other duties as assigned by PEBTF Management.
These skills, knowledge and experience are required:
- Bachelor’s degree in Computer Science or a related field.
- Seven to nine years of progressive experience of full software development life cycle.
- Five to seven years of progressive management experience directing an applications development team.
- Knowledge requirements:
- General business knowledge,
- Expert knowledge of the management of applications development operations,
- Broad knowledge of programming, data center operations, and networks and system security,
- Basic knowledge of the healthcare and health insurance industries.
- Knowledge of the business cycles in the healthcare industry,
- Well-developed systems analytical skills,
- Excellent verbal and written communication skills,
- Strong leadership skills including the ability to run group meetings and chair projects,
- Excellent ability to prepare detailed financial reports, statements and projections,
- Strong interpersonal and teambuilding skills.
- Excellent PC skills including Microsoft Office tools (Outlook, Word, Excel and Powerpoint),
- Good keyboarding skills.
- Ability to plan and execute complex projects.
- Ability to establish goals and monitor multiple projects.
- Demonstrated ability to build and lead a high functioning Information Technology department.
- Evidence of ongoing educational activities including attainment of important industry designations.
- Proven track record in innovation, organizational awareness and staff development and empowerment.
- Proven ability to recruit, train, and motivate personnel.
- A commitment to customer service, strong interpersonal skills, and a collaborative approach to problem solving.
- An ability to read, analyze and interpret complex documents and respond effectively to the most sensitive inquiries or complaints.
- Ability to understand complex inter-related systems.
- Project a professional image to all PEBTF employees, vendors, and members.
- Maintains current knowledge of and follows PEBTF standards, policies and procedures
- High energy level. Comfortable performing multi-faceted projects in conjunction with normal activities.
- Travel is negligible.
