Either 1. a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in computer systems programming;
Or 2. a bachelor’s or higher level degree in any field AND five years of experience in computer systems programming;
Or 3. an associate’s degree with 15 semester credit hours in programming languages AND six years of experience in computer systems programming;
Or 4. seven years of experience in computer systems programming.
To qualify, the computer systems programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization’s information technology architecture and business needs. This could be a mainframe or network based server environment where the server supports databases, data communications, websites, application servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Applications programming experience does not qualify for this examination.


Duties Description
Under the direction of the ITS CTO Business Solutions Director and Enterprise Architect for DOT within the Environment, Energy and Transportation Portfolio, the incumbent will act as an expert Solution Architect and L3 Operational/Technical Support managing the day-to-day activities of a team of Solution Architects and L3 Operational/Technical Support for DOT systems. Major modernization efforts are currently underway to remediate aging agency systems, and to implement and support new Agency and Governor initiatives. The incumbent collaborates with business, ITS, and external vendor teams to establish line of sight from enterprise strategy, to technology capability implementation, to business continuity planning. The position requires strong technical, leadership, and communication skills to negotiate change and clearly articulate complex technical and business concepts to Vendors, ITS CTO teams and both ITS and DOT Management.
Duties for this position following alignment with ITS Strategy and Mission as well as ITS Technical and Security Policies when solutioning Agency business needs include, but are not limited to:
  • The incumbent is expected to understand and be familiar with all ITS Technical Solutions, Policies and Standards; ITS Security Policies and Standards; ITS QA/QC Policies and Standards; and, Secure Software Development Lifecycle (SSDLC).
  • This position is expected to have a solid technical background with knowledge in platforms and architecture.
  • Effectively communicate with Agency Program areas to understand business requirements and translate to the best Technical solution while aligning with ITS Strategy and Mission.
  • Oversee the Solution Architect team’s work effort prioritization, resource allocation, and forecasting in support of the day-to-day operations of DOT.
  • Own/Manage Severity 1 and 2 Incident and Problem triage and coordination when impacting the Department of Transportation.
  • Monitor the status of ongoing Agency and CTO projects and application maintenance activities, and help coordinate the resolution of any technical issues, problems, or conflicts.
  • Build partnerships between both ITS and Agency program areas of the Portfolio to implement technology solutions that advance the success of both the Agency and ITS missions.
  • Interface with Vendors, customers and stakeholders, including ITS and Agency executives, in a highly professional manner.
  • Work closely with other ITS teams to ensure project objectives are completed successfully.
  • Participate in ITS CTO BS Director for DOT, and Agency Executive Governance meetings.
  • Contribute to strategic direction initiatives and drive client delivery per ITS CTO standards in alignment with agency business priorities.
