Duties and Responsibilities:

Local Cybersecurity Program Specialist

The Office of Security Management (OSM) is responsible for the direction, coordination, and implementation of the overall cybersecurity strategy and policy. OSM is responsible for the establishment of Security Policies, Security Guidance, Security Awareness, and is a source of IT security information for State agencies. The Cyber Policy/Process resource will develop and maintain cybersecurity plans, strategies, and policies to support and align with organizational cybersecurity initiatives and regulatory compliance. The Office of Security Management (OSM) is responsible for the establishment of Security Policies, Security Guidance, Security Awareness, and is a source of IT security information for State agencies. OSM is also critical in supporting the Client in Emergency Management Cyber Preparedness Unit during emergency response efforts. The Local Cybersecurity Program Specialist will support Client’s Director of Local Cybersecurity and the Office of Security Management (OSM) in the creation and development of a Statewide cybersecurity program to support Client’s local jurisdictions. In addition, the individual will help draft, update, maintain, and implement cyber-related plans, strategies, and policies to support and align with organizational cybersecurity initiatives and regulatory compliance.

Duties and Responsibilities:

1. Conduct research on shared services models.

2. Assess DoIT’s current capabilities and advise on applicable models.

3. Review and analyze NCSR reports and other relevant local security assessments and reports.

4. Conduct meetings with locals to review cybersecurity maturity and insights.

5. Make recommendations on products.

6. Write, maintain, and help implement a deployment plan.

7. Facilitate with the implementation of the State and Local Cybersecurity Grant Program.

8. Facilitate in developing cybersecurity plans, programs, and guidelines.

9. Create guidance memos, documents, and trainings for stakeholder, management, staff, and end users.

10. Facilitate the approved vendor to write the SLCGP Cybersecurity Plan.

11. Help build and facilitate the Maryland Local Cybersecurity Collaborative.

12. Support implementation of Senate Bill 812, Chapter 242, Laws of Maryland 2022 (SB812) and House Bill 1205, Chapter 243, Laws of Maryland 2022 (HB1205).

13. Facilitate work sessions and meetings.

14. Monitor and document Incident Reporting by local jurisdictions.

15. Facilitate incident response for local jurisdictions.

Education and Years of Experience:

  • A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Preferred Education:

  • A Master’s degree in the field highly preferred

*General Experience:

  • At least seven (7) years of experience in the IT Field.
  • Strong verbal and written English-language communication skills.
  • Demonstrates project management and technical writing skills Required Skills/Certifications: (Please provide this information in list form)

*Specialized Experience:

  • Strong understanding of: a. NIST Cybersecurity Framework b. Relevant Cybersecurity and IT laws and regulations c. Government contracting and procurement
  • At least five (5) years of relevant industry experience.
  • Demonstrated experience in developing policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities.
  • Demonstrated understanding of risk management processes (such as methods for assessing and mitigating cyber risk).
  • Firm grasp of, including but not limited to, technical document conventions, structure and format. Desired Skills/Certifications: (Please provide this information in list form)

Job Type: Contract

Pay: $63.00 per hour

Schedule:

  • 8 hour shift

Ability to commute/relocate:

  • Linthicum, MD: Reliably commute or planning to relocate before starting work (Required)

Experience:

  • Linux: 1 year (Preferred)
  • Cybersecurity: 3 years (Preferred)
  • Information security: 3 years (Preferred)
