OVERVIEW:

The System Change & Community Initiatives Manager provides oversight to various Juvenile Services Division initiatives which are focused on system change, community coordination and mobilization, and enhancement of programs and services designed to increase protective factors and strengthen community-based supports for justice-involved youth. This position works closely with and under the direction of executive leadership for the Juvenile Services Division (JSD) to promote greater integration of key initiatives across JSD units and teams.
Juvenile Detention Alternatives Initiative (JDAI):
This position provides leadership and oversight for the Juvenile Detention Alternatives Initiative, whose mission is the reduction of racial and ethnic disparities in the juvenile justice system, and the reduction of the number of youth who enter the "school to prison pipeline.” This also includes the Multnomah County Model Site demonstration program, which hosts guests from jurisdictions from across the nation. One of JDAI's core strategies is collaboration. JSD is deeply committed to this strategy and demonstrates this through partnerships with youth, families, and community members and stakeholders. This includes working together to hold youth accountable, support efforts to repair harm, assist youth in creating healthy identities, and maintain and/or reconnect the youth to the community in ways that reduce recidivism and support their success. Community Interface Services (CIS):
Additionally, this position provides leadership and direct supervision of the Community Interface Services unit, putting system change work into action, as well as promoting and enhancing collaboration with key community partners. The Community Interface Services team exists to promote and enhance collaboration between JSD and schools, law enforcement, social services and other community partners. CIS helps prevent youth from being referred to JSD and to connect youth and families to community-based and restorative supports, with a focus on reducing exclusionary discipline and increasing positive outcomes for youth, particularly youth of color. The CIS unit capitalizes on system collaboration and is uniquely situated to ensure youth and families build on their strengths and receive desired and needed services like, mental health and substance use disorder treatment, parent support, education, workforce development, and prevention/early intervention.
The Department of Community Justice (DCJ) is looking for an experienced Juvenile Justice leader who will have strong communication skills, a commitment to improving conditions of confinement, will maintain detention reform initiative, and will be able to demonstrate expertise in the following areas:

The Department of Community Justice (DCJ) is recognized as a national leader in both adult and juvenile community justice. DCJ routinely consults and makes use of evidence-based practices in our program and policy development. The Department's commitment to data-informed decision-making has led DCJ to make smart investments of taxpayer dollars in supervision, sanctions, and services for the county's highest risk and highest need justice-involved individuals. DCJ makes long-term investments in its employees through the provision of education and training. The Department believes that in order to enhance public safety we must work collaboratively with the judiciary, law enforcement, schools, treatment agencies, and the community.
The Department shares information with community members, partners, and staff to keep communities safe by preventing and reducing crime and routinely evaluating which local policies support best practices. DCJ operates 24 hours a day, with nearly 600 permanent, on-call, and temporary employees. The Department supervises approximately 9,000 justice-involved individuals annually and those defendants requiring pretrial services. DCJ's Juvenile Services Division operates the Donald E. Long Juvenile Detention Facility and is responsible for approximately 360 youth on formal and informal community supervision.

Minimum Qualifications/Transferable Skills*:
Education/Training:
Equivalent to Bachelor's degree with major coursework in sociology, psychology, administration of justice, public administration or a related field
Experience:
- Two (2) years of supervisor or lead experience working in Community Justice (adult or juvenile), Probation/Parole, Corrections or other Human Services fields;
- Two (2) years of professional work experience in juvenile justice or adult criminal justice program development or public policy development. Please note that these can be separate experiences, thus you do not need to be with the same employer, in the same job, or at the same time, but you do need to have two (2) years of each.
- Able to travel to various offices/buildings throughout Multnomah County in a timely fashion to perform functions.
- Able to pass a thorough background investigation, including being fingerprinted on or before the first day of employment.
