Lead Financial Analyst

Position Summary
Assists the Fiscal Budget and Grants Manager by supporting the Financial Analyst staff in the preparation of federal, state, and other grant proposals. Performs post award grant monitoring for financial compliance with federal and state regulations and cost accounting standards and special projects as assigned.

Essential Functions

Regular and consistent attendance is an essential function of this position.

1. Develops and prepares grant proposal budgets, compiles required data/documentation for grant proposals, and prepares post award financial reports.

2. Performs budget and financial analyses and forecasts by researching, compiling and evaluating data.

3. Conducts financial data analyses to identify efficient control and utilization of financial resources.

4. Identifies discrepancies and provides recommendations to maintain expenditure controls.

5. Monitors budgets and cost sharing allocations for accuracy and compliance with federal and state regulations and Agency policies and procedures.

6. Maintains systematic financial reporting processes to ensure timely delivery of data and other recurring reporting.

7. Guides the progress of projects of Financial Analyst staff on the compilation of data and administration of budgets and budgetary allocations.

8. Provides guidance and technical assistance to management staff on the preparation of budgets, interpretation of fiscal policies, and resolving financial discrepancies.

9. Provides expenditure reports to federal, state, and community foundations.

10. Researches, prepares and applies expense reporting for billing to state and local community contracts on a reoccurring basis.

Education And Experience Requirements
Bachelor’s degree in accounting, finance, grant management, business administration, or related field with at least 24 semester hours in accounting or auditing courses required,
AND
five years of work experience developing, monitoring, and analyzing highly complex budgets.
