Lobbyist Position Description
The Virginia State Conference NAACP (Virginia NAACP) is hiring a full-time lobbyist who will report directly to the President and Chair of the Political Action Committee and will be primarily responsible for the implementation of the Virginia NAACP 2023 Legislative Priorities Plan (the Plan) and Legislative Action Day.
The candidate will also be responsible for conducting a pro-active community mobilization and education program, which at a minimum must include promoting accurate and positive messaging and Call to Action campaigns, increasing awareness and support among members, communities, and partners; and petition elected officials and staff to ensure legislation supports Virginia NAACP objectives and goals.
This position has a start date of November 1, 2022. This position is based in Richmond, Virginia, and nights and weekends will be required.
Position Responsibilities

- Works with the PAC in the development, update, and management of the 2023 Legislative Priorities Plan.
- Responds to information requests and plans and participates in activities related to advancing the Virginia NAACP’s legislative agenda.
- Maintains a comprehensive calendar of activities for the VA General Assembly to update the PAC committee
- Leads coalition building and helps build and leverage collaborative relationships with advocates in non-profit, private, and public sectors.
- Builds and maintains a database of contacts
- Produces letters, meeting minutes, reports, one-pagers, talking points, and presentations; proofreads materials for accuracy. Coordinates member and community input and increases responsiveness.
- Develop and update in a timely manner, a bill tracking worksheet, that will be shared with members of the PAC team and other relevant parties. Tracks policy developments of state policy that could impact the
Virginia NAACP and its units.
- Organize and participates in membership meetings and public speaking events during key points of the
General Assembly session (including the VETO session).
- Assists with promotions and outreach with other organizations that support Virginia NAACP Plan and increase awareness and positive attitudes among target audiences about Virginia State Conference NAACP.
- Establishes standards and milestones to evaluate performance, execute the PAC’s program of work, and take corrective actions when necessary to ensure productivity and performance requirements are met.
- Attend relevant House of Delegate and Senate committee and subcommittee meetings to provide testimony on behalf of the Virginia NAACP and will organize testimony from other individuals and partner organizations for those meetings.
- Meet with and/or coordinate meetings with Delegates and Senators offices regarding Virginia NAACP legislative priorities
- During General Assembly sessions, responsible for sending daily session update email to the President and Political Action Chair, that includes: Topline summary of status of VSC priority legislation; Pertinent events on the legislative calendar for the day; Develop Action Alerts as designated by the VSC PAC and distributed via Every Action; Create Press and Communication targets for President and Chair of the Political Action Committee; Daily check-in calls (15 min) and longer weekly calls with President and Chair of the Political Action Committee to include tangible action items
Required Knowledge, Abilities, and Skills Essential to Job Functions
Knowledge of Virginia legislative processes and excellent communication, public presentation, research, and writing skills are required. Grassroots coalition building and advocacy experience required. Must have the ability to be an effective team member, analyze public policy issues, develop and articulate strategic policy positions, and build consensus toward achieving desired and measurable outcomes. Must be able to prepare presentations using Microsoft PowerPoint or other presentation tools.
Required Software Knowledge and Skills Essential to Job Functions
Proficiency in using computer systems and the listed software applications associated with the performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Some examples are but not limited to the following E-mail, Internet, Microsoft Office, Adobe Acrobat, Google Suite, Every Action, Voter Action Network (VAN), and graphics such as CANVA.
Qualifications
- Training and/or Education: Bachelor’s Degree in communications, Public Relations, English,Marketing, Political Science or Public Administration, or a related field is required; a Master’s degree is preferred.
- Required Experience: Three or more years of experience preferred.
- Must have reliable transportation
Special Requirements
This position is classified as non-essential personnel.
Compensation and Benefits
The salary is $5000 a month and is commensurate with experience. This position will be contracted through May 2023. In the event of the legislative session extending beyond May 2023, this contracted position may be renegotiated upon the agreement of both parties.
