Summary:

The LEA Business Manager provides financial leadership to the local school districts to which they are assigned in a collaborative and effective manner. The Business Manager is responsible for the management and accounting functions of the local district which include financial analysis, internal and external reporting, cash management, budgeting, financial accounting, financial forecasting, payroll and fringe benefits.

Qualifications:

Education :

  • Bachelor’s Degree in Accounting, Business Finance, or related field.

Certification :

  • Certified Public Accountant (CPA) is preferred
  • Michigan School Business Officials Chief Finance Officer Certification is preferred.
  • Valid Michigan driver’s license.

Work Experience :

  • Five years of related job experience or expertise in accounting.
  • Five or more years experience in Michigan public school finance preferred.

Skills :

  • Excellent analytical, reasoning and problem-solving skills.
  • Strong interpersonal, oral and written communication skills.
  • Demonstrated knowledge of Generally Accepted Accounting Principles and good understanding of current trends in public accounting.
  • Experience and aptitude in the use of technology including Microsoft Excel and Google applications.
  • Must be organized, dependable and flexible.
  • Demonstrate a high degree of discretion and confidentiality.

Essential Job Functions:

  • Coordinate the day-to day operation, management and supervision of payroll, finance and business service functions in the assigned local school district.
  • Manage payroll and finance activities to ensure compliance with acceptable accounting standards, district policy, and state and federal guidelines.
  • Maintain chart of accounts for the accounting system.
  • Work with local school district superintendent, prepare required documents and attend local school district board of education meetings and/or participate in leadership meetings, as requested.
  • Develop budget and budget amendments for all funds based on actual revenue received and expenses incurred to ensure an accurate end of the school year forecast.
  • Monitor all funds for proper accounting.
  • Review and sign off on monthly bank reconciliations
  • Follow business office processes for maintaining accurate records on investments, bank transfers, etc. Invest all receipts and cash reserves according to district policies, the investment laws of the State and the cash flow needs of the district.
  • Prepare cash flow estimates and related documents for borrowing when needed.
  • Maintain system of internal control written procedures and implement accounting practices that are in compliance with standard accounting procedures, the Michigan Department of Education requirements and the Government Accounting Standards Board (GASB).
  • Prepare schedules and gather data for the local school district annual audit.
  • Submit all required reports and filings in relation to the audit including the FID
  • Complete all local, state and federal financial reports, including submissions required to any Michigan Grant System (i.e.: NexSys, Champs, GEMS, MEGS+).
  • Ensure local school district grant funds are spent in accordance with grant guidelines and requirements.
  • Complete Special Education reports (i.e.: as the SE 4094 (transportation report), SE 4096 (Special Education Actual Cost Report), Maintenance of Effort, Excess Costs Report).
  • Review or prepare Medicaid Administrative Outreach Claims.
  • Coordinate the tracking, updating and maintenance of the local school district fixed assets inventory.
  • Coordinate the annual updating of the local school district’s Transparency reporting.
  • Review and oversee district payroll and related payroll taxes and retirement contributions. Ensure the timely submission of payroll related returns and files.
  • Monitor accounts payable to ensure billings are accurate and submitted for approval in accordance with local school district timelines and policies. Ensure obligations are paid on a timely basis.
  • Coordinate the training of local school district staff for the financial software.
  • Oversees all bond issues and debt repayment schedules and is responsible for the administration and distribution of proper debt retirement funds.
  • Review annual millage rates for operational and debt funds, prepare L-4029 Millage Request Report for board approval and file with appropriate governmental units.
  • Reconcile property tax levy and payments
  • Assist in contract negotiations by preparing or compiling data requested cost projections (i.e.: salary/benefit cost projections).
  • Represent the local school district at local and state professional business organizations.
  • Other duties as assigned by Supervisor.
