Job Description:
The Oregon Department of Education, Early Learning Division is excited to announce a permanent opening for a M365 System Administrator (Information System Specialist 6). The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. This position will play a critical role in the development of the Early Learning Division as its own state agency.

Early Learning Division

This M365 System Administrator position will be housed in the Information Technology unit. This unit works collaboratively and engages frequently with partners throughout and outside the organization. This is particularly true, as the Early Learning Division relies on the Department of Education for most IT support as we develop internal capacity. We are business-driven, which means that knowledge of program areas and maintaining relationships in every business unit is common. The Early Learning Division is in the process of transitioning into a new agency, the Department of Early Learning and Care. It’s an exciting time to be a part of the Information Services team, as we are developing the technology processes and structures that will support this new agency. Our work directly benefits Oregon children, care providers, families, and communities.
What you will do:
The primary purpose of this position is to evaluate, plan, migrate, deploy, and manage Microsoft 365 (M365) services. This includes back-end administration of Microsoft Teams, Outlook, OneDrive, Intune, Power Apps, Power Automate, Power BI, SharePoint, etc. This position supports information security through monitoring of system logs, performance, and access/identity controls.
This position routinely works with Enterprise Information Services (EIS) M365 partners to troubleshoot system problems and ensure alignment with the Enterprise. This position also engages in contract and vendor management to ensure appropriate licensing and support from vendors.
This position is a Tier 3 technical expert in the design, recommendation, and use of M365 and related cloud services. Additionally, this position provides some training, provisioning, and direct user support for these services. This position has a great deal of freedom in managing one’s workload, collaborating with others, and determining the best strategies to complete projects.

What we are looking for:
Five (5) years of information systems experience in: Microsoft/Azure system administration and support;
OR
An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
three (3) years of information systems experience in: Microsoft/Azure system administration and support;
OR
A Bachelor's degree in Information Technology, Computer Science, or related field
AND
one (1) year of information systems experience in: Microsoft/Azure system administration and support
In addition, we are looking for applicants that have the following Desired Attributes:
  • Advanced skill in managing and configuring Microsoft 365 and Azure
  • Demonstrated experience evaluating, planning, migrating, deploying, and managing Microsoft 365 services including tenant management tasks for the enterprise, including its identities, security, compliance, and supporting technologies
  • Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical staff, partner agencies, and agency staff.
  • Expertise and demonstrated experience translating organization mission, vision, and values into technology systems and in identifying and addressing systemic barriers to equity and inclusion.
