Position Summary
This position is funded by a grant for a duration of time as defined by the grantor.

Works under the direction of the Public Health Emergency Preparedness Program (PHEPP) Manager A to recruit, train, retain, provide technical assistance and coordination of non-medical and medical volunteers for the 150th Medical Reserve Corps (MRC) and the Mid-South Disaster Behavioral Health Response Team (DBHRT). Manages, facilitates networking, coordination and information-sharing between regional MRC units and local emergency agency counterparts. In coordination with other programs assigned, contributes to the establishment and implementation of chemical, biological, radioactive, nuclear, and explosive (CBRNE) terrorism health education programs.

Pay Grade: 53 Minimum Qualifications
100.00% - 1. Three (3) years of experience working in a health or medical administrative capacity; and

2. Bachelor's degree from an accredited college or university in nursing, public health, education, social work, healthcare administration, or related field; OR

3. An equivalent combination of related education and/or experience.

4. Certification in the Incident Command System (ICS 100, 200, 300, 700 and 800).

5. Health education and/or real-world emergency response experience preferred.

6. Unrestricted Tennessee Paramedic or Registered Nurse licensed preferred.

7. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED. Duties and Responsibilities
1. Conducts an annual survey in Emergency Response Educational Needs Assessment to survey Shelby County Health Department (SCHD) employees and community volunteers to determine education deficits.

2. Develops educational curriculum and appropriate materials (including written materials, quarterly updates, etc.) to train volunteers for response during any type of emergency.

3. Develops volunteer staff development activities and educational programs using multiple methodologies, based on needs identified and level of expertise /comprehension.

4. Informs, educates, and empowers current public health needs relevant to volunteers.

5. Manages coordinating the recruitment of volunteers (medical / non-medical) to support health emergency response activities, for drills, full-scale exercises, and real-world emergency-response incidents; serves as the lead in developing and scheduling volunteer training sessions.

6. Liaises with the Emergency Management Agency (EMA) in preparing educational offerings to volunteers by assisting in the monitoring, planning and implementation of EMA - facilitated preparation for disaster drills.

7. Maintains, enforces, and revises the Shelby County Health Department response protocols for the United States Postal Service's Biohazard Detection System (BDS) and conducts / participates in an internal annual exercise (tabletop or full scale) to test the public health response to a BDS alarm.

8. Participates and evaluates emergency response activities to respond to a community emergency event.
9. Collaborates with the Office of Nursing on training activities and assures a perpetual on-call schedule of SCHD nurses and social workers for response in the event of a disaster.

10. Manages and oversees the recruitment, training, retention, and deployment of the >2,000 members of the 150th Medical Reserve Corps and the Mid-South Disaster Behavioral Health Response Team.

11. Applies for grants and other funding opportunities that will support the mission(s) of the DBHRT and MRC and meets federal grant reporting requirements.

12. Attends conferences and meetings as required by the Memphis and Shelby County Health Department, Tennessee Department of Health, and CDC in relation to CRI.

13. Manages processes for sharing, distributing, and communicating public information across Memphis MSA to insure mutually beneficial strategies. Recommends education and training programs within the Memphis area that includes participation with applicable Arkansas and Mississippi personnel.

14. Participates and collaborates with internal and external partners to address areas of improvement noted by CDC in the Technical Assistance Review.

15. Aids in the appropriate Emergency Operations Center to coordinate the delivery of critical health service, materials, and patient movement.

16. Performs other related duties as required or directed. KSA's
KSAs - 1. Thorough knowledge of the principles and practices of emergency preparedness.

2. Knowledge of available community-based health and education resources.

3. Knowledge of public health practices.

4. Skilled in curriculum development and provision of professional adult health-related education to persons from diverse and socioeconomic backgrounds.

5. Ability to network with the medical and/or business community.

6. Ability to give presentations to large groups including community and corporate leaders.

7. Ability to work in a fast paced, professional, diverse environment.

8. Ability to work with various local communities and community/neighborhood associations and agencies regarding emergency preparedness.

9. Ability to self-organize work within a system of flexible scheduling.

10. Ability to interact effectively with others.

11. Possession of organizational and decision-making skills.

12. Excellent written and oral communication skills.

13. Proficient in MS Office (Excel, Word and PowerPoint). Special Requirements
1. Must possess a valid Tennessee driver"s license or secure one by date of employment.

2. Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.

3. Must hold an unrestricted license to practice in the state of Tennessee.

4. Must be available to work various shifts and/or on-call assignments as required.

5. Work will require travel to locations outside of the office.
