Under the direction of the Director of Transit Equity, Inclusion, and Community Affairs, the Civil Rights and Equity Programs Manager will oversee TriMet's continual development and implementation of the agencies Civil Rights portfolio of programs, services, and initiatives to help the agency further its position as a regional leader on civil rights in public services, grow as a regional partner, and transit provider of choice, and ensure the agency complies with all related federal laws and requirements.


This position works under the direction of the Department Director, and will lead and support all of the agencies Civil Rights services and activities, including Language Access Plan, Environmental Justice, Equal Employment Opportunity (EEO), Title VI analysis and investigation, and work in conjunction with other agency staff to support all other District equity programs.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

1. Manages department services and activities including equal employment opportunity compliance, disadvantaged business enterprise program and contract compliance; recommends and administers policies and procedures

2. Manages the development and implementation of TriMet’s Civil Rights Team goals, objectives, policies and priorities for each assigned area of focus. Manages the ongoing improvement and development of District Civil Rights programs.

3. Provides guidance, advice, and recommendations to Senior Leadership Team members and Board of Directors regarding means and methods of fostering Civil Rights compliance and growth. Collaborates with Government Relations to address inquiries and concerns from local elected officials regarding Civil Rights issues.

4. Plans, directs and coordinates, through subordinate level staff, the agencies Civil Rights' work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems

5. Acts as the liaison with federal, state, and local transportation regulatory agencies related to Title VI of the Civil rights Act of 1964, Executive Order 12898 and related Oregon Statutes. Ensures Executive Order 12898 and Title VI compliance in major planning studies with respect to inclusive decision-making.

6. Oversees the completion of equity analyses for major service and fare changes, TriMet’s Title VI Program, TriMet’s Disadvantaged Business Enterprise, Small Business, and Workforce training Program, and the agencies Language Access Plan.

7. Monitors external complaints regarding potential discrimination; directs the conduct of complaint investigations; develops and reviews reports of findings; approves major recommendations for resolutions.

8. Works with TriMet HR and Labor Relations to support the development, implementation, and oversight of TriMet’s Affirmative Action & Equal Employment Opportunity (EEO) Plan.

9. Operates a comprehensive civil rights and equity program; Monitors developments and legislation related to assigned areas of responsibility; evaluates impact upon District operations; recommends and implements policy and procedural improvements.

10. Serves as agency expert, oversee, and ensure compliance with applicable laws and regulations regarding Title VI and civil rights. Provides agency guidance and oversee ADA compliance and accommodations.

11. Responds to and resolves difficult and sensitive citizen inquiries and complaints. Investigates allegations of discrimination violating Title VI of the Civil rights Act of 1964,Executive Order 12898. Recommends corrective action based on findings.

12. Develops and implements policies and procedures and conducts appropriate training to further the goals of the organization’s Title VI Program.

13. Oversees, gathers, researches, and analyzes data for use in statistical calculations and reporting in order to meet internal goals and in the creation of workforce analysis reports.

14. Manages the Civil Rights Team and project budgets, including developing budget proposals, grant applications, justifying expenses and monitoring related accounts. Oversees and participates in the development and administration of the teams budget, including the development, procurement, management, and oversight of any external contracts or external service purchases in support of TriMet’s Civil Rights Programs and services.

Position Requirements

A Bachelor's Degree is required.

A Bachelor's Degree in Business Administration, Public Administration, Public Policy, or a related field is preferred.

A total six (6) years experience.*

Six (6) years of verifiable professional civil rights-related program management experience are required.

A three (3) years' record of accomplishment in overseeing federally required Civil Rights Programs, managing the complaint and investigation process, and developing components of a FTA-required Civil Rights Program are required.


Four (4) years of experience working directly with marginalized and minority individuals are required.

Four (4) years of experience in a workplace with complex operating environments are preferred.

Two (2) years of increasingly responsible experience in managing diversity. equity, inclusion, and social justice workgroups are required.

A valid Driver's License is preferred.

  • The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".
