Primary Purpose of Organizational Unit
The Finance and Operations Information Technology Department provides innovative, and responsive technology services to the University’s business units in support of the University’s mission of teaching, research, and public service. The department strives to provide technology to improve business processes and communication, reduce costs, and increase customer satisfaction.

Position Summary
The IT Manager for Transportation & Parking is a member of the Finance and Operations (F&O) IT Leadership Team, which supports certain core units in F&O and the Division of Institutional Integrity and Risk Management (IIRM). The primary function of this position is to provide leadership, management, and technical support for applications and services provided by Transportation & Parking (T&P) department.
Applications include parking and permitting management software and integrated websites, license plate recognition systems, communications systems, camera systems, telecommunication interfaces, and record management systems. This position provides in-person and virtual support as a critical employee during emergency operations. Transportation & Parking operates continually and occasionally requires after-hour support for critical systems.

Primary duties include:
1. Lead and Manage T&P IT Operations: Serves as the leader of IT operations for related units and participates on each department’s leadership team as well as the F&O IT Leadership Team; provides guidance to the T&P Executive Director; responsible for IT systems operation and support personnel.
2. Strategic Technology Planning, Policy Development, Project Management: Develops strategic plans that address business operations and customer needs; develops procedures and policy; analyzes business needs; coordinates the analysis, selection, and implementation process for new technology solutions; leads major technology projects.
3. Technical Leadership and Security: Serves as the technical lead for maintaining the operations of a wide variety of software solutions, hardware configurations, data integrations, and services; serves as a problem-solver in resolving incidents; identifies and corrects performance issues; serves as liaison with vendors and other hosted solution providers of services ; coordinates imports and extracts from university data sources; ensures that security policies and practices align with University policy.
4. Change Management, Communication, and Customer Service: Participates in F&O IT change management planning; develops communication plans during system changes; ensures service levels and customer service are maintained.

Minimum Education and Experience Requirements
Masters’ and 2-4 years’ experience; or Bachelors and 3-5 years’ experience; or will accept a combination of related education and experience in substitution.

Required Qualifications, Competencies, and Experience
Ability to analyze moderately complex situations and recommend solutions and options. Working knowledge of the principles, theories, and practices pertinent to supporting technology in a business environment. Ability to recommend response to a moderately complex situation based on interpretation of local, state, and federal regulations and standards. Ability to implement and research appropriate new technologies. Ability to recommend modifications to program policy and procedures to minimize risk. Ability to consult with clients and other IT professionals to resolve technical problems and ensure client satisfaction; proactively verifies problem resolutions. Knowledge of appropriate security measures involved in working with sensitive and critical financial and administrative data.

Ability to perform as a project manager during the implementation of technical projects of varying scale under minimal supervision. Schedules and monitors progress against defined parameters. Ability to solve unexpected problems associated with projects and daily work. Ability to plan and implement the delivery and improvement of services, staffing and resources. Ability to plan and accomplish goals based on experience and judgment. Ability to work with a variety of management and line positions in a wide variety of work environments. Ability to technically review work of subordinates to assure high quality, quantity and efficient operation.

Preferred Qualifications, Competencies, and Experience
Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, or related technical field.

Experience supervising a team of technical staff in an enterprise environment focused on supporting a diverse hardware and software base.
