TransitAmerica Services, Inc. is currently seeking a Manager of Rail Compliance in San Jose, CA.

Responsible for monitoring all aspects of regulatory and contractual compliance with the goal of meeting and exceeding the regulatory requirements. While each department is responsible for implementing their regulatory requirements, this position tracks and documents those actions.

Duties and Responsibilities:

Compliance:

  • Maintain compliant files for Part 219 (Drug and Alcohol Testing) and Parts 240 and 242 (Locomotive Engineer and Conductor Certification).
  • Perform internal audits on regulatory documents.
  • Prepare for and facilitate all review audits (JPB, FRA, CPUC).
  • Ensure safety program meets legal requirements and high standards.
  • Maintain strong relationships with all department managers to understand compliance needs.

Reporting:

  • Prepare reports for JPB and FRA on monthly, quarterly, annual, and as needed basis.
  • Submit incident reports to Corporate Safety and the JPB.

Continuous Improvement:

  • Analyze department efficiency testing suggest areas for continuous improvement in testing.
  • Attend CORC meeting and, together with the Director of Safety and Training, develop and edit rules, General Order, General Bulletin, and rule books.
  • Monitor FRA, FTA, and CPUC activities for new regulations and proposed regulations.

Safety:

  • Exemplify the desired culture and philosophies of the organization.
  • Work effectively as a team member with other members of management and the human resources staff.
  • Represent the safety department in all interactions with other departments and maintain consistent safety messaging with those departments.
  • Regular and predictable attendance and punctuality are a requirement for this position.
  • Other duties as assigned.

Qualifications:

  • Valid driver’s license with no more than three moving violations within the last three years and no history of DUI/DWI.
  • An associate’s degree in education, business, or closely related field (can be substituted with 3 years of railroad experience).
  • Three years of experience in the railroad industry.
  • Experience in a regulatory environment, preferably in a commuter railroad environment.
  • Must be able to pass a pre-employment physical examination including a drug and alcohol test.
  • An established history of safe performance.
  • Extensive knowledge of Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC), California Occupational Health and Safety Administration (Cal/OSHA) rules and regulations.
  • Working knowledge of standard railroad rules and operating practices. Knowledge of General Code of Operating Rules (GCOR) is preferred.
  • Knowledge of American Public Transportation Association standards.
  • Knowledge of continuous improvement policies and procedures.
  • Excellent organizational skills.
  • Excellent verbal, written, and presentation skills.
  • Strong customer service, communication and interpersonal skills.
  • Computer proficiency, including by not limited to Microsoft Office and web-based applications.
  • Ability to lead by example and foster mentoring relationships.
  • Ability to inspire change and motivate others.
  • Ability to work effectively with a diverse work force and at all organizational levels.
  • Ability to work independently with minimal supervision.
  • Ability to work in outside in all weather conditions and harsh environments.

Pre-Employment Requirements:

  • Subject to pre-employment background check and motor vehicle report review.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.

  • Work primarily in an office environment.
  • Frequently sits for extended periods of time.
