We are currently seeking to hire a Manager, Project Scheduling & Claims - Construction (7019) in the Project Control department.

OVERALL DESCRIPTION
The Project Control Department is seeking to hire a Manager, Project Scheduling & Claims for Construction. This manager will be responsible for the development, management and implementation of capital project construction scheduling and claims policies and procedures for SEPTA’s Capital Constructions Projects. Further responsibilities include: the allocation of resources for the review of project schedules, time impact analyses (TIA’s) and project-related claims. Administration and management of scheduling software applications like Oracle’s P6 is expected, along with clear communication of responsibilities amongst team members. This role is based in our Center City headquarters. Travel is limited to job sites within SEPTA’s service area.
SPECIFIC RESPONSIBILITIES
- Administers and periodically updates the Project Management Procedures (PMP’s) for the review and monitoring of project schedules, time impact analyses, and the negotiation and processing of construction claims.
- Oversight and management of construction contractor schedule reviews.
- Reviews and prepares time impact analyses for determination of construction contractor’s entitlement to extensions of contract time.
- Reviews, monitors and mitigates SEPTA exposure to construction delay claims.
- Utilize lessons learned from construction contractor delays and claims to update policies and procedures to improve future project delivery.
- Evaluates consultant schedule and claims proposals for compliance with specific project requirements and SEPTA’s established policies and procedures.
- Evaluates construction project related claims including time impact analyses and the development of minimum and maximum potential damage calculations – and/or but not limited to research, preparation and participation in depositions, litigations and expert testimony.
- Assumes specific application responsibility for the design and construction Potential Change Order/Amendment (PCO) database.
- Maintains and updates Monthly Construction Project Scheduling Report, PCO Report, and Claims Reports.
- Develops and administers SEPTA’s Standard Form Construction (SFC) Contract Planning, Scheduling and Progress Monitoring Specification Exhibits including contractual requirements for the submittal of Baseline Schedules, Value Lines Breakdowns and Critical Path Method (CPM) scheduling updates for construction projects.
- Supervises and directs the activities of Scheduling and Claims Staff.
- Trains Scheduling and Claims staff as well as SEPTA Project Managers.
- Complies will all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Engineering, Construction Management, or a related field, and a minimum eight (8) years of Project Control, Construction Scheduling/Claims Management experience or related activities required.
- Extensive knowledge of Oracle P6 project management scheduling software or similar project scheduling software applications required.
- Excellent analytical, inter-personal and written communication skills required.
- Proficient in computer software including Microsoft Office required.
