Position Overview:


This position is for a Mechanical-Plumbing Engineering Lead working out of Reston, Virginia who will lead the Mechanical engineering team located in the New Delhi, India office to prepare the mechanical and plumbing design for the U.S. embassy in Riyadh, Saudi Arabia.


This role is responsible for the oversight and stamping of all design products and coordination with the other design firms and subcontractors to ensure all requirements are met and a fully integrated design is developed. Upon completion of the design phase, the role will assist in generating and supporting the execution of procurement packages as required. In addition, the U.S. leadership team will be responsible for communicating with the State Department’s Bureau of Overseas Buildings Operations (OBO) representatives throughout the design and procurement phase and will be their point of contact for comment resolutions applicable for their specific discipline.

The successful candidate must have strong organization and teamwork skills, problem-solving abilities, and able to effectively communicate with all stakeholders and our government client. This role will specifically support the Design and Procurement phase based primarily within the United States and will not transition to Riyadh, Saudi Arabia. However, frequent business trips will be required to the New Delhi office throughout the design phase, specifically for the first six to seven months of the effort.


Position is contingent upon receiving a Notice of Award for the Riyadh Embassy forecasted to occur in the fall of 2022.


Responsibilities:


This position will be responsible for supervising engineers and helping to execute assignments for this new endeavor within NS&E. This position has technical responsibility for interpreting, organizing, and coordinating these assignments.

This role will be responsible for:

  • Directing engineers and helping to execute assignments concerned with specialized unique engineering requirements
  • Manage discipline work process execution and assure technical adequacy in accordance with company procedures, contract, and industry codes and standards
  • Development of formal calculations and drawings
  • Review vendor information from subcontractors
  • Execute to schedule requirements while maintaining a high degree of quality in work product
  • Coordinate closely with other technical disciplines and design firms in planning and executing work as an integrated team.
  • Demonstrate ownership of assigned actions to self and group and shows initiative in problem solving.
  • Interface with the ultimate OBO client/customer technical issue studies, comment resolutions, and recommendations
  • Accountable for error-free deliverables.
  • Develop mechanical and plumbing riser diagrams and equipment schedules and specifications
  • Perform Mechanical analysis modeling and calculations
  • Develop equipment and material specifications
  • Develop procurement documentation
  • Continuous client and stakeholder interface – Substantial multi discipline/Multi company coordination and facilitation duties

Basic Qualifications:

  • Level 1: BS degree in Engineering (Mechanical), from an accredited university, with at least 9 years of relevant experience, 2 years of which can be accounted for with a master’s degree.
  • Level 2: BS degree in Engineering (Mechanical), from an accredited university, with at least 13 years of relevant experience.
  • US citizenship is required per contract requirement.
  • Possess active security clearance or ability to obtain within 6 months of selection.


Minimum Qualifications:

  • Registered Professional Engineer in USA (Mechanical).
  • Excellent communication skills (both verbal and written).
  • Ability to utilize engineering and office automation tools effectively.
  • Knowledge of industry and regulatory guides, codes, and standards, as well as Bechtel Corporate guides and standards.
  • Broad knowledge of the application of Mechanical engineering design principles.
  • Strong knowledge of mechanical and plumbing systems, schematics, and layouts.
  • Strong understanding of engineering drawings, systems calculations, equipment sizing and interfaces
  • System related experience includes, but is not limited to, design development of fluid systems and hydraulics, heat transfer, HVAC design, and thermodynamic calculations, drawings, and specifications.

Preferred Qualifications:

  • Active Secret Clearance
  • Experience working with procedures meeting quality assurance programs such as ISO-9000.
  • Experience working with government agencies, preferably the State Department’s Bureau of Overseas Building Operations (OBO) or the Department of Defense (DOD).
  • Experience with ProjNET and DrChecks
  • Experience executing design under a lump-sum or Firm Fixed Price contract.
  • Experience coordinating with A/E design firms and subcontractors throughout the design and procurement phases to ensure end deliverables contain necessary information for installation.
  • Experience executing engineering design with Revit.
  • Experience developing equipment procurement packages.
  • Experience with designing commercial buildings aspects not typically seen in a Nuclear or Process Plants (i.e., swimming pools, residential facilities, etc.)
  • Experience developing plumbing design for commercial buildings
  • Experience implementing/integrating a system engineering approach during design and procurement phases of projects.
  • Understanding of all Bechtel engineering discipline drawings and system calculations, as related to Mechanical design requirements, inputs, and interfaces.
  • Design experience with Department of Defense (DOD) or Overseas Building Operations (OBO) Division 1 specifications
