To help lead MIGA's growth and important role in the global financial system, the Corporate Services and Partnerships and Chief Risk, Legal and Administrative (MIGCS) VPU was created to lead all aspects of MIGA's Finance and Risk Management Group (MIGFR), the Economics and Sustainability Group (MIGES) and the Legal Affairs and Claim Group (MIGLC), as well as Partnerships and Learning.

Learning Officer’s Role & Responsibility:

The Learning Officer will handle a variety of tasks related to the implementation of MIGA’s Learning Strategy. The main responsibilities for the position will include the following:

  • Strategically design, implement and coordinate a comprehensive learning and development program for MIGA (institution-wide), with a view to immediate needs and long-term goals specific to MIGA’s business model and MIGA Staff, as approved by MIGA Management. Suggest on learning development, design, marketing, implementation and evaluation, including the use of technology.

  • Supervise MIGA’s Learning Analyst and develop the Learning Team's work program, while actively working alongside the Learning Analyst to run the vital day-to-day responsibilities and administration.

  • Understand MIGA’s key priorities, speak the language of MIGA’s business, and develop strong relationships with internal stakeholders and MIGA Staff in order to communicate the value and impact of learning strategies.

  • Actively participate in designing, delivering and evaluating learning and development events for staff and advise staff on their learning plans.

  • Assess learning gaps for MIGA Staff and suggest appropriate learning solutions to address such gaps.

  • Work with the Advisory Group on Staff Learning (AGSL) of the World Bank Group to remain abreast of policy, guidelines, processes and practices being discussed. Recommend potential action plans to ensure that MIGA is up to date on all relevant knowledge & learning issues.

  • Support knowledge & learning efforts, including preparing materials for learning events, tracking, and reporting on results; supporting departments and subject-matter experts in effective learning, such as informal learning and/or virtual trainings. Coordinate with facilitators to create the learning activity and ensure that all details have been taken care of for these training activities are running smoothly.

  • Incorporate evaluation results from surveys to improve learning activities.

  • Promote alliances between MIGA, World Bank and IFC as regards learning activities, including MIGA participation in WB/IFC training events, informal learning and peer-to-peer learning.

  • Confirm that all MIGA staff participating in internal and external training courses (internal/external) are appropriately collected and categorized in OLC. On request, provide analytics, analysis, lists and reports to managers and directors. Prepare and report monitoring and evaluation to relevant stakeholders every quarter.

  • Track training budget and expenditures, ensuring all is properly charged (especially critical for advisory).


Selection Criteria

  • Master’s Degree preferably in the areas of Knowledge Management, Learning Design, Educational/Instructive Technology, Human Resources Management (HRM), or other related field plus 5 years minimum of experience in employee training and development theory and practices, or equivalent combination of education and experience.

  • Knowledge of and practical experience in the design and implementation of various knowledge management and learning approaches, tools and methodologies. Ability to lead projects and support a dynamic and comprehensive learning program in support of defined objectives.

  • Outstanding interpersonal efficiency and sound judgment including ability to gain and retain trust of clients, partners, and external contacts.

  • Strong verbal and written communications in English; ability to connect with people at all levels and across cultural boundaries.

  • Confirmed ability to think and act creatively and innovatively.

  • Validated ability to work effectively and efficiently with teams, and across-boundaries; while at the same time demonstrate ability to assess priorities, work independently while balancing challenging demands.

  • Ability to handle highly confidential information with sensitivity and tactfulness, in addition to demonstrate high level of professional and personal integrity.

  • Ability to take initiative and work independently with little or no supervision.

  • Proven experience using web-based technology to promote knowledge, learning and outreach.

  • Experience using databases and other reach tools would be an advantage.
