General Description:


Performs complex professional and administrative work in providing outreach and training related activities in accordance with the County’s Minority and Women-Owned Business Enterprise (MWBE) Program Ordinance. Performs other program related duties as assigned. Work is performed under the general supervision of the Assistant Procurement Manager for MWBE & Contracts Compliance.


Duties and Responsibilities:


The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Manages the County’s MWBE Program to increase the utilization of minority and women businesses by providing outreach to MWBE supplier community and networking to build positive sustainable relationships between User Departments, Contractors and MWBE Vendors.
  • Acts as a liaison between the County and MWBEs to identify and introduce MWBEs who are ready, willing, and able to provide quality goods and services to the County.
  • Identifies obstacles to MWBE contracting and increases opportunities and accessibility of information regarding the County’s MWBE Program Ordinance, procurement activities and upcoming bid projects.
  • Provides leadership and partnership efforts with other entities to conduct vendor expos, training, education, technical assistance programs, and hands on support to MWBE firms to assistant them in becoming valuable business owners in Durham County.
  • Facilitate regular training designed to ensure that User Departments also understand and comply with the County’s MWBE program requirements.
  • Maintains and updates program information on the County’s MWBE website/database.
  • Enters MWBE payment information into the MWBE database and maintains the database with qualified vendors that meet M/WBE and small business criteria.
  • Performs related work tasks and duties as assigned.


Knowledge, Skills, and Abilities:


  • Considerable knowledge in developing and conducting educational training sessions.
  • Knowledge of NC general statutes and guidelines for federal, state, and local funding and related regulations regarding minority participation in contract awards.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with contractors, department heads, and other employees, and the general public.


Minimum Education and Experience Requirements:

Any combination of education and experience equivalent to a bachelor’s degree in public or business administration or a related field from an appropriately accredited college or university and two years of experience conducting educational training sessions and working with M/WBE or related programs.


Preferred Certifications:

Certification as a Certified Local Government Purhcasing Officer (CLGPO) or Certified Contracts Compliance Administrator (CCCA)
