OVERVIEW

The Licensing and Recording Division of the Auditors Office manages the licensing and document recording for the 260,000 residents in Kitsap County. The successful candidate will be trained to process vehicle, boat, marriage and business licensing, and also the inspection, processing and recording of legal documents.

The Licensing and Recording Division Office Support Specialist will perform specialized, analytical, and technical customer service work of moderate to high difficulty that requires heavy public contact. Work will involve complex cashiering and customer service skills. The incumbent examines, reviews, creates, modifies, updates, and processes a wide variety of legal documents, and licenses in accordance with Washington State laws, County ordinances, Department of Licensing (DOL), Department of Revenue (DOR) and other agencies' rules and regulations. The incumbent will enter, retrieve and update records within the State Department of Licensing and document recording systems. Work may involve complex cashiering and customer service skills.

The Kitsap County Office of the County Auditor serves the people of Kitsap County by providing essential services in a manner that ensures quality, accountability and accessibility. The Auditor's Office, located in Port Orchard, is responsible for conducting elections, auditing county payments, financial reporting, payroll, recording property records, licensing vehicles and vessels, and issuing marriage licenses.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:

  • High School Diploma or GED; AND
  • Three years of progressively responsible administrative support work with extensive public contact; OR
  • Equivalent combination of education and experience.
  • Completion of Associate's Degree or higher can be substituted for up to one year of experience.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
  • Comprehensive records retention knowledge as set forth by the Washington State Archives.
  • Washington State Department of Licensing Vehicle Field System Certification preferred, but not required.
If you use education to meet the requirements for the position, a copy of your official transcripts must be submitted prior to your first day of employment.

Required Licenses, Certificates, Examinations/Tests and Other Requirements

Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

Prior to employment, the successful candidate must:

  • Must obtain state certification: Washington State Department of Licensing Vehicle Field System qualification within one year and certification within two years of appointment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

Work is performed primarily in an office environment. Positions in this class typically require:
  • Walking, bending, stooping and twisting.
  • Reaching above and/or below shoulders.
  • Handling/grasping documents for equipment.
  • Sitting and/or standing for short or extended periods of time.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person, on the telephone, or using other electronic media.
  • Repetitive motions for computer/tool/equipment use.
  • Requires exertion of force of 50 pounds occasionally, 10 pounds frequently, and/or 5 pounds continuously to lift/carry/move objects, files/documents, and field equipment necessary to conduct inspections.

ILLUSTRATIVE EXAMPLE OF DUTIES

In this role, you will have the opportunity to:

  • Enter, retrieve and update records within the State Department of Licensing and document recording systems.
  • Examine, administer, process and issue vehicle/vessel license and title transactions or legal documents in accordance with applicable state laws, rules, regulations, policies and procedures.
  • Interact and communicate appropriately with the public face-to-face, by phone, or by email in an efficient, effective and courteous manner.
  • Verify transactions are complete and all required legally correct documentation is presented.
  • Process and calculate the cost of a variety of complex documents for vehicle and vessel.
  • Collect the correct fees in the form of cash, check, money order, credit or debit card and in house charge accounts.
  • Balance cash, checks and credit card receipts received at the end of each day.
  • Utilize various hardware and software to capture, image, and store information in an electronic file format.
  • Retain and dispose of documents containing privacy information appropriately and in accordance with state records retention schedules.
  • Conduct daily inventory of license tabs and plates; maintain appropriate level of inventory at individual workstation, reconcile, research and correct discrepancies in assigned inventory.
  • Collaborate with inter-departments such as the County Treasurer, County Assessor and Department of Community Development to ensure the appropriate documentation is provided; if documentation is incomplete, conduct research to locate documentation.
  • Perform data searches using a computer to develop or recover information for the public and other agencies.
  • Apply routine accounting practices in balancing daily receipts and other fees associated with cashiering.
  • Investigate and resolve customer questions, problems and complaints. Initiate and respond to correspondence when needed.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
