Essential Functions:

  • Provides leadership and insight for planning and developing AACHC’s Outreach and Enrollment Department strategies and practices.
  • Provides technical assistance and training to health center enrollment staff on best practices related to outreach and enrollment.
  • Implements AACHC Outreach and Enrollment grant compliance, working in close collaboration with AACHC’s Grants Department, and collaborates with sub-recipients via regular communication and meetings to ensure grant funds are expended, grant objectives and goals are achieved, and all grant contract terms and conditions are followed.
  • Collaborates with AACHC Outreach and Enrollment Department staff to implement AACHC Outreach & Enrollment grants, prepare grant report and application documents for submission, and seeks new grant opportunities.
  • Continually increases knowledge and displays competence in Medicaid (AHCCCS), CHIP (KidsCare) and Marketplace eligibility, enrollment, and program specifications.
  • Provides technical assistance by applying knowledge of state and federal regulations/requirements of the Navigator and Connecting Kids to Coverage programs, Medicaid, KidsCare and Marketplace eligibility and communicates the information to consumers, AACHC members and grant sub-recipients.
  • Develops guidance, training, technical assistance and best practices to Navigators and Certified Application Counselors (CAC) associated with AACHC’s grant funded Outreach and Enrollment programs.
  • Provides information in a manner that is culturally and linguistically appropriate to the needs of the population being served.
  • Develops and implements public group and individual education activities to raise awareness about affordable coverage options.
  • Identifies, develops, and implements training sessions to meet AACHC member and sub-recipient needs.
  • Leads and facilitates AACHC’s Education, Engagement and Eligibility (EEE) Peer Networking Committee,
  • Maintains annual CMS Navigator certification and AZ State Navigator license, Health-E-Arizona-Plus, and assists consumers as needed.

Supervisory Responsibilities:

No staff supervisory responsibilities. Provides leadership and direction to member’s outreach and enrollment supervisors and Navigator and CK2C sub recipients.

Education/Experience:

  • Bachelor’s degree preferred in Public Health, or closely related field and work experience or equivalent work experience
  • Must have at least 1 year of experience in health care and/or health insurance setting, preferably involving state and federal healthcare programs
  • Preferred at least 1-year experience in screening and application assistance using Health-e-Arizona, Marketplace.gov or similar application software.
  • Bilingual and able to read, write and speak Spanish proficiently is highly preferred

Certificates and Licenses:

Must have valid Arizona Driver’s license, own private reliable transportation, and have current automotive insurance as required by state law.

Required Technology Experience:

  • Demonstrates initial knowledge by attending required HHS-developed training program and pass an exam before assisting consumers, Navigator certification.
  • Demonstrates knowledge and competency by completing required training as a Health-e-Arizona Plus user.

    • develop effective working relationships with a variety of individuals to gain support and interest in program’s objectives.
    • apply knowledge of a variety of federal, state, and local resources, programs and services involved with healthcare coverage.
      • use Health-e-Arizona-Plus and the Insurance Marketplace as tools to determine eligibility for healthcare coverage.
    • learn and understand insurance concepts to facilitate answering consumers’ and partners’ questions regarding affordability programs and Marketplace policies.
    • use intermediate functions and features of Microsoft 365 including word processing, spreadsheet, and presentation.
    • work semi- independently with little direct supervision in the efficient and thorough completion of tasks.
    • communicate effectively and ability to present information in clear, concise manner to individuals and groups
    • conduct public speaking, training, and direct educational meetings with groups from 5 – 100 participants by planning, developing instructional materials and speaking.
    • apply knowledge of the principles, practices, and methods of project management.
    • prioritize multiple tasks, assignments, and projects to meet established quality and time requirements.


Primary Purpose:

The O & E Program Manager is certified annually by Health and Human Services (HHS)/Centers for Medicare and Medicaid Services (CMS) and licensed by the Arizona Department of Insurance as a Health Insurance Navigator and maintains certification as a Health-E-Arizona-Plus user. The position has consumer contact during coverage counseling sessions and interacts routinely with health center enrollment departments, grant sub-recipients, and consumers requiring the application of knowledge regarding marketing, Medicaid and individual health insurance policies offered by the Marketplace (Healthcare.gov). The O&E Program Manager must utilize skill in providing culturally competent interactions with health center enrollment staff, grant sub-recipients and consumers while communicating information related to Medicaid, CHIP (Children s Health Insurance Program), and the Marketplace. This position works directly with health centers to provide training and guidance for their enrollment and outreach departments. The O&E Program Manager also focuses on all aspects of grant programmatic implementation, compliance and provides support to sub recipients to ensure that funding and impact are maximized.
