The City of Nampa is currently seeking a Parks Crew Lead to direct a crew and assist in the daily maintenance of City parks, sports fields and other City owned and/or maintained property and perform other duties as required or assigned.

Compensation & Benefits-

Hiring Salary Range (DOE): $19.42-$22.76
Position Salary Range: $19.42-$26.09

Positions Supervised: Supervision is exercised over a crew of park employees including seasonal workers. Supervision of volunteers is occasionally required.
Work Schedule: Generally 8:00 am-5:00 pm; however, must be able to work flexible and varied hours.

DISTINGUISHING FEATURES OF THE CLASS
The principal function of an employee in this class is to provide direction as crew coordinator (leader) and assist with work tasks for, Parks Maintenance Technicians in the maintenance of City parks, sports fields, and City-owned property. The work is performed under the supervision and direction of the Parks Supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over a crew of parks employees including seasonal workers. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees and the general public. The principal duties of this class are performed in an outdoor environment in a variety of terrain and weather conditions.

Essential Functions Statement(s)
  • Performs a full range of manual and skilled turfgrass management, landscape construction, maintenance, and repair work in an assigned area of responsibility.
  • Supervises full-time and seasonal maintenance crews, including working on landscape construction projects, ensuring proper staffing.
  • Performs personnel training in technical aspects of landscape construction and maintenance, sprinkler design, fertilizing, herbicides, mowing, forestry, general maintenance, staff, and public safety, and documenting all records.
  • Works closely with Parks Supervisor to develop plans and work tasks for assigned personnel, including creating & assigning work orders, prioritizing tasks, providing supplies, and ensuring the safety of personnel, monitoring work schedules, providing direction, reporting work progress, managing conflict, and developing work plans.
  • Inspection of a crew’s work quality and timeliness, reporting concerns, making recommendations, and assisting in completing work tasks to complete the job.
  • Ensures public and operational safety and security, including coordinating with other City services and departments.
  • Performs key duties of the Parks Supervisor in the absence of the Parks Supervisor.
  • Assumes responsibility for other duties as required or assigned.
  • Provides needed information, demonstrations, and training on how to perform work tasks to new employees as necessary
  • Attends meetings, conferences, workshops, and training sessions as required. Reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments.

REQUIRED KNOWLEDGE
Substantial knowledge of principles and practices of turfgrass management, landscape construction, maintenance, and repair activities, including park grounds and irrigation systems.
Substantial knowledge of proper maintenance of parks, ballfields and recreation facilities, and landscaped areas including the safe and proper use of related chemicals and pesticides.
Substantial knowledge of the safe and proper use of basic hand tools, power tools, and equipment used in construction, maintenance, repair, and landscaping work.
Substantial knowledge of basic facility maintenance techniques and materials for amenities such as restrooms, playgrounds, picnic shelters, etc.
Substantial knowledge of basic computer use, and computerized maintenance management software (CMMS).
Substantial knowledge of landscape project construction including measuring, math, plan reading, and techniques.

SKILLS/ABILITIES
Ability to lead and direct work tasks to crews of full-time and seasonal employees.
Ability to perform the operation of construction equipment including hand and power tools.
Ability to organize landscape projects from landscape plans, gather materials to complete projects in a cost-efficient and timely manner, and be able to foresee potential obstacles.
Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to work outdoors for extended periods of time with exposure to varying weather conditions and day or night schedules as required.
Ability to meet the physical demands of mechanical and labor-intensive duties including the ability to stand and walk for extended periods of time and strength to lift and maneuver materials and equipment.
Ability to understand and follow oral and/or written instructions, operate geographic information systems (GIS) systems, read blueprints and perform basic mathematics.

Education: High School Graduate or General Education Degree (GED): Required

Associate's Degree: Preferred (two-year college or technical school) Preferred, Field of Study: Horticulture, Landscape Construction, or a closely related field.

Experience: 5 plus years of experience in landscaping and/or horticulture field work: Required
5 plus years of experience supervising or leadership of staff performing landscape maintenance and construction: Preferred
And/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Computer Skills: Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.

Certifications & Licenses: State of Idaho Class A CDL with combination required within 1 year of employment.
Applicators License required within 1 year of employment.
First Aid & CPR Certification required within 1 year of employment.
NALP Certification & Certified Playground Safety Inspector (CPSI) within 2 years of employment (National Association Landscape Professional & National Recreation and Parks Association).
