Join our dynamic team at Garrison! Garrison Energy Center located in the heart of Dover, DE, a 309 MW Dual Fuel Combined Cycle Power Generating facility is seeking a full-time Plant Engineer. The Plant Engineer serves as a resource for plant personnel to assist in the safe, effective, and efficient operation of the facility.


Work Environment

  • Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties
  • Work in and around areas that include chemical, hazardous materials, and high voltage equipment
  • Requires working extended working hours, varied shifts or 12 hour shifts with weekend and holiday work as required by schedules, workload, and plant conditions. On call status (day and night) may be required
  • Includes working indoors and outdoors

Job Functions:

  • Plan, prioritize, manage, and review the work of staff involved in a variety of engineering tasks related to the operations and maintenance of generation equipment
  • Manage the optimization modeling program to analyze the output and efficiency of the plant and recommend design or procedural changes to improve the efficiency of the plant
  • Review operations, regulatory and maintenance procedures and identify areas in need of modification or improvement so not to adversely impact equipment operations
  • Manage reporting to measure, monitor, and manage the effectiveness of the predictive and reliability maintenance optimization program
  • Manage equipment testing, inspections, non-destructive testing, and examination procedures to assure compliance with applicable codes and standards
  • Manage methods for troubleshooting emergent equipment and process issues
  • Participate in budget preparation, including capital & major maintenance budgets, preparing cost estimates for budget recommendations, developing, and reviewing cost/benefit analysis and justifications
  • Serve as administrator for the Computerized Maintenance Management System (CMMS) and manage condition-based monitoring plans and actions
  • Prepare and review project drawings/specifications, bids, cost estimates and construction management for all projects to ensure compliance with OSHA, environmental, federal, state, and local environmental laws, regulations, and standards
  • Manage drawing system format, configurations, technical documents, regulatory documents, and facility layout designs using AutoCAD
  • Manage & review industry specific maintenance technologies and make recommendations of plant improvements
  • Manage arc flash and coordination program
  • Manage and coordinate site safety drills
  • Manage the universal and hazardous waste program
  • Manage, maintain, and refresh facility and equipment signage for industrial compliance program
  • Assist with audit preparation documentation, programs and tracking of all findings
  • Assist with tracking of all variable operating and maintenance cost associated with plant operations
  • Provide guidance and training on NFPA 70E guidelines, relay protection and high voltage control systems
  • Provide guidance and training with pertinent OSHA standards as well as industry codes, regulations, trends, and practices including design and equipment
  • Provide guidance and training needed to support engineering, maintenance, and operational task
  • Perform work assignments within other departments and other duties as requested

Education & Experience:

  • Bachelor’s Degree in an engineering discipline with a minimum of two years related experience is preferred. U.S. Professional Engineer (PE) license can be substituted for a 4-year engineering degree from an ABET accredited engineering program or an approved equivalency. At least seven (7) years technical experience in a production environment will be considered in lieu of a bachelor’s degree with at least three (3) years of directly related experience in a plant environment
  • Preferred Combined Cycle Power Plant engineering experience, previous work experience in an engineering position in Power Generation; may substitute other industrial operations or related engineering experience

  • Knowledge and application of engineering theories and principles, concepts, and fundamentals
  • Knowledge of power plant design, operations and maintenance required
  • Knowledge of electrical, fire, health, safety, environmental, federal, state, and local codes, rules, and regulations
  • Effective planning, organizational and project management skills

  • Effective oral and written communication skills (includes technical writing)
  • Ability to understand and troubleshoot complex mechanical and electrical systems
  • Ability to think analytically and solve complex problems

  • Ability to package ideas and scenarios and present various options to management
  • Ability to effectively work independently or in a team environment
  • Proficient in Microsoft office including Outlook, Visio, PowerPoint, Word, and Excel
  • Preferred familiarity with GE Mark VI and Emerson Ovation control system

Physical Abilities:

  • Physical requirements include possibility of working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting fifty (50) pounds
  • All employees will participate in the Fitness for Duty Program. This program includes a post offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility
  • Must be able to work in elevated areas, confined spaces and in extreme heat and cold conditions
