Duties include planning, design, development, implementation, modification, and maintenance of these systems as well as performing data network tasks, as required. The starting pay for this position is $33.65 - $41.15 hourly, commensurate with experience. A cover letter and resume are required for consideration. Please attach both in your application. PROFESSIONAL COMPETENCIES: As a member of the Water Treatment SCADA team, supports the efforts of a several work groups within the larger customer service-oriented Utilities group and provides technical support in a collaborative manner to foster teamwork and coordination within and across the Water Treatment, Water Resources, and Water Quality teams. Technically proficient – Highly-skilled and proficient at troubleshooting, performing system analyses, and generating reports using a variety of computational tools, diagnostic equipment, and unique enterprise software. Strong communicator – Distills highly technical information to provide written and verbal updates and presentations in both technical and lay terms, and consistently communicates system status & updates with all staff. Supportive teammate – Willingly partners with and supports Water Treatment, Water Resources, Water Quality, and other staff to evaluate SCADA system needs and provide innovative solutions with a positive attitude. Driven to perpetually improve all facets of system performance. DUTIES AND RESPONSIBILITIES: 1. Operates, maintains, and repairs the SCADA system for plants, pump stations, PRV stations, and automated control systems. Responsible for a wide variety of process automation system (PAS) software and hardware components utilized for monitoring and control of the treatment and distribution processes: Develops/updates machine programming using a variety of software tools/languages appropriate to the hardware components being used. Develops plans for upgrading existing programmable logic controller (PLC) hardware and SCADA supervisory control and data acquisition (SCADA) system software. Creates, configures, and revises new SCADA HMI screens related to process operation. In conjunction with IT staff, performs regular backups of historical and SCADA operating system data Maintains SCADA database of input/output (I/O) tag names related to PLCs. Researches and evaluates new & emerging PAS technologies for potential implementation to enhance system performance. 2. Serves as the automation technical lead for drinking-water-related workgroups, including the following: Assists with day-to-day direction of I&C-related activities by coordinating, providing training, QA/QC of work performed and providing guidance to instrumentation/control technicians and other staff. Embraces the role of technical expert of facility automation and informs water treatment management staff of recommendations for improvements. 3. Performs maintenance, repair, and calibration tasks on drinking water system electronic and electrical operating systems, instrumentation, switchgear, and related equipment: Uses logical troubleshooting techniques to identify and locate problems. Proactively repairs and/or replaces faulty/aging components, as needed. Evaluates and plans for preventive replacement of aging equipment and regularly updates related schematic materials. Assists in monitoring process control systems using diagnostic software. Regularly revises/updates software based on O&M needs and manufacturer schedules. Maintains and calibrates test equipment utilized to ensure proper functionality of components. Installs, repairs, maintains, and calibrates sensors, analyzers, and alarms, including flow, level, pressure, temperature, pH, and other process elements including control panels, and related I/O. 4. Assumes primary responsibility for SCADA servers and client configuration and maintenance. Supports city IT staff with specifying, ordering, and installing new workstations, software, or related components. Responds to emergency and after-hours issues, as needed. 5. Administers the alarm database. Promotes and informs management staff of proper alarm management protocols and philosophies and implements modifications. 6. Maintains and repairs electrical, I&C, and telemetry equipment associated with remote water-related facilities. 7. Trains O&M staff in the proper use and care of network, I&C equipment, and components. 8. Assists with developing RFPs for engineering design work. Provides input to engineering consultants regarding design and construction of facility improvements. Reads and interprets engineering drawings, including P&IDs, electrical, and instrumentation. 9. Prepares labor and material estimates, develops and/or reviews bids, and assists in overseeing contracted services to support the facilities’ PAS. 10. Occasional requirement to work irregular hours including weekends, evenings, and holidays to respond to facility emergencies. 11. Other: • Performs related duties as required to meet the needs of the city. • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies, and procedures. Reports all accidents and damage to city property. • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. REQUIRED MINIMUM QUALIFICATIONS: Associates degree in electronics technology, instrumentation, computer science, mathematics, or related field plus a minimum of five years of experience in the maintenance and repair of process automation equipment and related instrumentation, or equivalent education and experience. Proficient in the use of electronic test equipment. Excellent verbal and written communication skills. Established organizational skills and robust problem-solving, coding, and ladder logic design capabilities. Experience with GE Proficy iFix SCADA, iHistorian, Allen Bradley (AB) PLC programming, operator interface terminal (OIT) software, Windows 10, MS Server 2012, and MS Office. Experience with process automation system hardware (AB and similar industrial programmable controllers.). Broad experience with instrumentation related to water/wastewater process control (process and analytical devices including flow, level, pressure, temperature, pH, and process parameters). Apprentice level knowledge of industrial networks and components (ethernet switches, cabling types: CAT 5/6 ethernet, RS485 Modbus, fiber optics). DESIRED QUALIFICATIONS – In addition to the required minimum qualifications: Bachelor’s degree in electrical engineering or related field. Five years of experience in process automation and instrumentation, preferably as lead worker. Certified Water Operator, or equivalent. Electrical control system design. International Society of Automation (ISA) Certified Control System Technician (CCST) cert. WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions: Physical Demands: Ability to perform a wide range of strenuous physical and manual tasks in both indoor and outdoor environments. Sufficient personal mobility and physical reflexes permitting the employee to work in an industrial setting, including work in and around equipment, in areas of limited access, elevated structures, and confined spaces requiring standing, walking, climbing ladders, lifting, bending, and kneeling. Able to operate equipment while working in and around an active facility with moving water in open channels/tanks. Ability to regularly lift up to 40 lbs. and over 75 lbs. on occasion. Sufficient clarity of speech and hearing or other communication capabilities to permit effective in-person and phone communication. Ability to hear audible alarms at 80 DB and higher. Work includes extended periods of time viewing a computer monitor and operating a keyboard. Ability to work under stress from demanding deadlines and changing priorities and conditions. Work Environment: Frequently works outside with exposure to a variety of weather conditions. Work settings subject to continuous interruptions and background noises. Occasional work responding to emergency situations, including night and/or weekend response. Machines and equipment used include, but are not limited to the following: Handheld testing equipment, manual and power tools, safety equipment, and standard office equipment.
