Summary

Under the exclusive direction of Commissioner, independently analyze, research, evaluate, and monitor the overall budget and operations of Tarrant County government and provide oversight to Commissioners Court appointed governing bodies.

Manage and administer Precinct operations relative to service delivery.

Essential Duties and Responsibilities

  • With proper use of privileged, sensitive and confidential information, researches, develops, recommends, and analyzes positions, proposals, policies, and programs for presentation or opposition by County Commissioner to Commissioners Court.
  • Researches, develops, and recommends to Commissioners Court budgetary policies and adjustments for annual County budget and tax rate.
  • Negotiates, persuades, mediates, and assists local, state, and federal governments and private entities regarding County related issues.
  • Ensures implementation of Court directives following Commissioners Court meetings.
  • Represents County Commissioner in directing department heads in County policy development and compliance including serving on policy development committees.
  • Develops and provides to the media general information and interpretation of County Commissioner's positions and policies; requires knowledge and understanding of Texas Open Meetings/Open Records Act.
  • Supervises County Commissioner's office staff and ensures effective and efficient delivery of service.
  • Monitors and analyzes media and public opinions. Develops and recommends responses, programs, and positions.
  • Establishes, evaluates, and revises Sub-Courthouse office procedures.
  • Interviews, evaluates, and recommends job applicants.
  • Secures and provides critical information to County Commissioner during Commissioners Court proceedings.
  • Represents County Commissioner to various groups and forums as mentioned in "contacts".
  • Researches, addresses, and resolves various internal, external and inter-governmental inquiries, problems and complaints.
  • Researches and composes correspondence and presentations for self and County Commissioner; makes presentations as required.
  • Oversees, analyzes, advises and assists County Commissioner regarding all phases of Precinct road and bridge maintenance and construction operation.
  • Assists County Commissioner in drafting, proposing, securing sponsors of legislation. Supports/opposes, analyzes, testifies for/against and track legislation.
  • Develops and administers Inter-local contracts with other governmental entities; ensures compliance with policy and applicable law.
  • Develops and administers County Commissioner's Budget.
  • Coordinates and supervises Sub-Courthouse building and grounds maintenance.
  • Maintains understanding of existing and new State and Federal laws and regulations especially pertaining to purchasing, personnel, precinct operations, and all other relating to County operations.
  • Researches legal issues.
  • Performs all other duties, as assigned.

Minimum Requirements

NOTE: YOU MUST FILL OUT THE WORK HISTORY and EDUCATION SECTIONS OF APPLICATION TO SHOW YOU HAVE YEARS OF EXPERIENCE/EDUCATION AS REQUIRED BY HIRING DEPARTMENT OR BE DISQUALIFIED.

TO APPLY, must have a Bachelor's degree or higher + Five (5) full-time years of progressively responsible and related work experience.
OR
TO APPLY, must have an Associate's degree + Seven (7) full-time years of progressively responsible and related work experience.
OR
TO APPLY, must have a High School diploma or GED + Nine (9) full-time years of progressively responsible and related work experience.

Prefer background in one or more of the following fields: Government, Public Relations, Management, Budget Development and Administration, Law, Personnel, or Road Maintenance and Construction.

TO APPLY, must possess a current and valid Driver License. Note: A Texas driver license is required to hold the position.

Proficiency in written and verbal communications a must.


If hired, must provide proof of educational attainment

at New Hire processing or during the promotional process.
Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.
