Job Description:
The Oregon Department of Education, Early Learning Division is excited to announce a permanent opening for a Bilingual Preschool Promise Communication Coordinator (Program Analyst 2). The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. This position will play a critical role in the development of the Early Learning Division as its own state agency.

This position will work a hybrid schedule of working both remotely and in the office.
This position requires the successful candidate to be bilingual in English/Spanish. In addition to the base salary, you will receive an additional 5% for performing bilingual services.

What you will do:
The primary purpose of this position is to establish and maintain a communication, engagement and technical assistance plan for early learning program grantees and partners, that promotes high quality early learning programming and a high level of customer service. This position will develop and maintain website support and communication specific to publicly funded early learning programs. This position will also support the collection, management, and analysis of data for monitoring, reporting, planning, evaluation, and quality improvement goal setting. This position will make policy and programmatic recommendations to program and management. This position is also responsible for working actively to ensure that the adopted principles of equity are infused into every aspect of their work. This position will primarily support the Preschool Promise program, but will also provide support to other early learning programs (Oregon Prenatal-Kindergarten, Baby Promise, Early Childhood Equity Fund, Relief Nurseries, Healthy Families Oregon).

What we are looking for:
  • A Bachelor's Degree in Early Learning, Education, Business or Public Administration, Behavioral or Social Sciences, or related degree; and two years’ experience coordinating or administering a program. OR;
  • Any combination of experience or education equivalent to five years of experience that coordinating or administering a program
You must be fluent (read, speak, and write) in English and Spanish to meet the special qualifications of this position.

  • Excellent written and verbal communication skills, with the ability to successfully interface with a diverse range of key partners and in various modalities.
  • Skilled in managing team projects, project planning, with strong organizational skills, attention to detail and independent problem-solving ability.
  • Ability to incorporate various perspectives into policy recommendations.
  • Ability to manage, understand, analyze, interpret and make good decisions with data and other resources or information received.
  • Preference will be given to applicants with experience working with Preschool Promise, Baby Promise, Head Start, Early Intervention/Early Childhood Special Education, Oregon Prenatal to Three (OPK), Relief Nurseries, or Healthy Families Oregon.
