DEFINITION:
Performs highly specialized and complex information systems analysis and programming tasks and acts as technical expert for development or maintenance of one or more major systems. This position may also function as a lead for application development projects and may supervise lower-level application development personnel.

Essential Job Functions

Provides technical expertise to project managers, department management, and/or user management regarding one or more major system development or maintenance efforts.

Leads and participates in the work of a team of Application Developers engaged in the development or maintenance of the most highly technical programs.

Leads and participates in the RESTful API programming and data integration implementation via integration engine in XML or JSON format.

Leads and participates in the HL7 interface/data integration implementation via interface engine in various HL7 formats, and the development, maintenance, support of all the integration solutions, such as data parsing, bidirectional real-time HL7 data interfaces, data batch file processing using vendor specified APIs via SOAP and RESTful Web Services.

Follows Software Development Life Cycle (SDLC), and participates in set-up, maintenance, and ongoing development of continuous build/ integration infrastructure.

Requirements

SELECTION REQUIREMENTS:
Bachelor’s degree or higher from an accredited college or university in Computer Science, Systems Engineering, or related field AND four (4) years of recent progressively responsible, full-time experience in a centralized information technology organization, coding, testing and debugging application programs. Four (4) years of experience also required with the following technologies and practices:

  • BACKEND programming in any of the following language: Java, C#, JavaScript, or Python, and related frameworks, such as Node.js.
  • RESTful API connection projects and T-SQL or PL-SQL programming to perform CRUD operations.
  • Developing stored procedures and packages
  • GitHub, Continuous Integration/Continuous Delivery (CI/CD), and Shell Scripting.
  • Recent is defined as experience gained within the last five (5) years.
Progressively responsible is a significant increase in the complexity and the scope of responsibility in information technology and systems functions over time.
Full-time experience is evaluated on the basis of a verifiable 40-hour work week. Work performed part-time will be prorated on a month-to-month basis.
Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official for the department or major organization unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organization unit.

DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants that possess the following desirable qualifications:
  • Additional experience in excess of the Selection Requirements Experience with current and emerging interoperability standards such as:
  • Health Level Seven International (HL7): V2.x, V3, Clinical Document Architecture (CDA), Continuity of Care Document (CCD), or JavaScript Object Notation (JSON)
  • Fast Healthcare Interoperability Resources (FHIR).
No Out-of-Class experience will be accepted.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative form of transportation to perform the job-related essential functions of the position.

PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc.

EXAMINATION CONTENT:
An evaluation of your education, training, and experience based on your application information and desirable qualifications weighted 100%.

Candidates must achieve a passing score of 70% or higher on this examination in order to be added to the eligible register.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be added to the eligible register accordingly.

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

No person may compete in this examination more than once every twelve (12) months.

SPECIAL INFORMATION:
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
