Program Communications Analyst
Location: Washington, DC, National Capital Region
Clearance: Top Secret, Active, required with ability to obtain and maintain SCI
- Candidates with a Director of Central Intelligence Directive (DCID) 6/4 eligibility within the last five (5) years are highly preferred.
Employment Type: This position will be contingent on contract award.
Position Summary
This position provides technical, analytical and communications specialized support to the Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E)) and the Office of the Deputy Assistant Secretary of Defense for Research (ODASD(R)). Daily operations would include coordination with multiple government agencies for the purpose of effectively and successfully preparing communications packages, messages, memo and technical reports. .
Individuals serving in this position support programs through research and analysis to create information about technical processes or products directed to multi-agency stakeholders through various forms of written or media materials. Communication analysts support senior Defense executive with products or documents addressing technical or specialized topics covering the breadth of DOD research and engineering programs.
It is preferred the candidate possess thorough knowledge of the DoD infrastructure and procedures. Candidates in this position will be expected to meet all OSD mandated timelines for submission of program, budgeting or project execution related documents.
Primary Duties:
- Develop decision-quality materials to meet communications, understanding or program characterization statements for in-process review meetings and briefings.
- Construct briefs and talking points for use by the ODASD(R) leadership
- Compose, refine and edit clear language or persuasive language in support of directorate leadership, activities and reporting
- Analyze products and processes to improve communications, recommend or adapt new processes or integrate more adroit editing and review procedures
- Conceive solutions and provide written materials, often in response to short-notice tasks assigned to the ODASD(R).
- Coordinate and review official correspondence and presentation materials
- Perform technical editing at various levels from technical program reporting to final review of senior executive position statements, testimonies or presentations
- Develop key communications and messaging supporting ODASD(R) media interaction.
- Provide direction to successfully aggregate, review and verify draft component inputs for congressional testimony and responses to questions for the record-.
- Organize, develop, and direct support for senior leadership activities to issue paper preparation, results documentation, and post-meeting actions.
- Support activities, meetings, and projects with the development of meeting agendas, management plans, and execution strategies
- Research and analyze data to support content development of papers, action memos, programs responses or status statements and presentations
- Assist with execution strategies of S&T initiatives
- Coordinate with participating government organizations and agencies on technical reports, products or program packages (e.g., Defense Technical Information Center)
- Develop outreach strategies to incentivize industry and users to foster participation
- Compile status updates and metrics to support discussion with senior leaders.
- Prepare official presentations, information and action memos, concept papers, official responses to public correspondence; and articles for the ODASD(R) website.
- Track Congressional marks and language on resources, products and programs
- Deliver research, technical and analytical support by identifying, retrieving, evaluating, and sharing relevant legislative information.
- Develop and coordinate responses and reports to congressional inquiries and legal requirements pertaining to the DoD Research and Engineering projects.
- Prepare official program documents and correspondences based on the ODASD(R) input and direction
- Perform research, information, and reference-gathering on assigned topics
- Apply ongoing and responsive superior editorial skills to various documents
- Conceive, construct, and disseminate implementation status reports and program metrics to support discussion with senior leaders.
- Support and attend DoD S&T leadership committee meetings
- Develop overall program presentation materials and provide administrative assistance and logistics
- Maintain, file and properly disseminate meeting minutes
Qualifications:
- Five years proven experience providing exceptional oral and written communication skills, and above-average skills in MS Word, PowerPoint, and Excel applications.
- Proven senior editing skills and editing process management
- Five years demonstrated experience in supporting S&T programs in DoD and knowledge of Defense S&T activities, organizations, plans and processes.
- Ability to coordinate across large groups of people at multiple levels.
Education:
- Bachelor's degree from an accredited college or university in a technical field or business administration – Required
- Master's degree in Business Administration (MBA), or a graduate degree in communications, technology, mathematics, or other related field –(Preferred)
- Degree requirement waived for recent and relevant work experience: minimum of five years' active-duty military or minimum of 10 years' experience.
Travel:
- Occasional travel may be required.
This full-time position is Monday through Friday and operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Limited travel may be required.
