Job Purpose:
Weatherization Enhancement Program Project Coordinator will monitor and oversee contractor performance and coordinate project completion, provide construction technical support, and identify and deliver any training to assist SDC in meet compliance and quality standards. These standards of quality include but are not limited to Department of Energy, City of Milwaukee, Federal Department of Housing and Urban Development, Department of Health Services, Home Improvement and Healthy Home environment and other grants received.
Essential Duties:
- Plans and coordinates schedules of contractors, energy staff, crews, tools/equipment and other resources as necessary.
- Create weekly reports to update the status of project work plans.
- Assigns projects and provides organizational support, scheduling priorities and budgeting to meet planned goals.
- Ensure that all work under the program is performed in accordance with all Federal, State and Agency guidelines and meets the conditions of the Weatherization Enhancement Grant.
- Oversees and is ultimately responsible for the development of protocols and management of daily work plans.
- Provides guidance to staff and contractors. Resolves questions and concerns from clients, crews and subcontractors arising in the field.
- Ensures that program files are accurate consistent and conform to all federal, State and agency requirements.
- Identifies, plans, and estimates cost effective fieldwork to achieve maximum energy savings IAW Weatherization Enhancement Program goals.
- Evaluate contractor performance monthly. Conduct monthly contractor meetings with all parties to ensure policy/program compliance.
- Negotiate with all vendors, recommends and creates purchase requisitions and monitors contractor draw progress.
- Obtains quotations, estimates and prepares request for bids, tabulates results and makes recommendation for awards.
- Tracks and analyzes historical pricing and unit costs.
- Reviews and approves payments and change order request.
- Consult with the DOE, participate in meetings and prepares weekly production reports, update Division Manager on the overall production progress and budget and expenditures.
- Oversees the evaluation and award of Weatherization Enhancement Program project to qualified trade contractors, ensuring that all work be of the highest quality, completed according to the work order for the service and done at a reasonable cost.
- Attend and participate in All Weatherization Enhancement Program calls with DOE
- Supervise onsite contractors and subcontractors.
- Responsible for creation of documentation to address deficiencies and developing corrective action plans with contractors.
- Interface with field inspectors, contractors, Federal, City and County officials, and clients as needed.
- Maintain high standards of workmanship that adhere to original plans and specifications.
- Assist contractors with scope of work development and task specification.
- Assist with contractor recruitment, licensure, and certification requirements
- Able to lead and direct diverse teams to accomplish objectives.
- Ability to make effective and timely decisions with limited information. Provide guidance and direction of staff and sub-contractors.
- Trains, assesses performance, for staff and contractor development.
Skills/qualifications:
- Strong leader with planning, scheduling, communication and supervisory skills.
- Ability to delegate and manage multiple work groups and contractors and suppliers.
- Ability to manage multiple projects and to promptly solve problems with limited information.
- Demonstrated experience in contract administration, project management, procurement and safety policies.
- Background in construction, solar energy, home energy principles, basic accounting principles.
- Data entry, accounting skills, and customer service.
- Demonstrated experience using Microsoft Office Suite, Excel, Word, PowerPoint. Microsoft Teams.
- Must be highly organized, able to effectively prioritize owns work and others to meet multiple deadlines.
- Able to conduct effective meetings, create accurate reports an identify and address quality issues.
*Experience/Education/Training/Certifications:

- Bachelor’s degree in Construction Management, Engineering or Architecture OR an equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved and demonstrated.
- 3-4 years of general construction experience, project management, experience with Solar, Electrical, HVAC, Plumbing trades.
- OSHA 10-hour course, DHS Lead Renovator licensure.
- Ability to obtain building analysis or equivalent and DHS lead Supervisor and Asbestos Supervisor within one (1) year of employment.
- Valid Wisconsin Driver’s License and currently insurable
Physical Demands:

- Performs site monitoring of in-progress work scopes, operation of hand operated power tools, climbing ladders etc.
- Ability to bend stoop or climb during site inspections and occasionally lift up to 60lbs.
- While performing the duties and responsibilities of this position, the employee is occasionally required to stand and walk. The incumbent will regularly sit and will frequently talk and listen and use hands to finger, handle or touch. Specific vision requirements for this position include close vision and the ability to adjust focus. During the performance of his/her duties, the incumbent will regularly lift up to 25 pounds and occasionally up to 50 pounds.

- The employee will work regularly in the office or out in the field environment where the noise level may vary.
