Job Summary
The Program Director provides leadership and vision to promote the highest level of service delivery to residents of the Catalyst Emergency Supportive Housing Program. This position directs day-to-day operations and supervises supportive services staff. The Program Director supervises the supportive service team and Operations Coordinator, in addition this position functionally supports and coordinates with Behavioral Health professionals located on site. The Program Manager will ensure that operations and support teams provide services in a fair, respectful, trauma informed, and culturally proficient manner consistent with Catholic Charities mission.
Job Duties/Responsibilities

- Oversee the development of goals and action plans to implement the portfolio of supportive services offered to residents of the Catalyst Emergency Supportive Housing Program.
- Direct service staffing to ensure adequate coverage for all support programs and services embedded within the Catalyst program.
- Provide paid staff and volunteers with the training, supervision and support they need to carry out their responsibilities in a competent and professional manner.
- Work in collaboration with the CHV property management team to develop and implement extensive project management integration strategies to improve resident wellness/stability, ensure that we are good neighbors, and effective community partners.
- Directly supervise the services team including Care Coordinators, Peer Supports, and Behavioral Health Specialists. Providing training, coaching, and support for this team to ensure they are able to meet and support resident needs. Complete annual performance evaluations and hold employees accountable to agency wide policies and expectations.
- Directly supervise the Operations Coordinator and ensure this position has the support, training, and coaching necessary to lead the on-site 24/7 operations of the project. Ensure this team is able to conduct duties, meet expectations, and manage daily tasks.
- Integrate Catholic Charities-wide efforts of addressing social determinants of health in housing, ensuring all services are trauma informed, and implementing strategies of ensuring services and hiring practices are addressing race, equity and inclusion disparities.
- Collaborate in the design and implementation of community awareness and marketing plan for the program.
- Continue to educate community stakeholders on the Catalyst Emergency Supportive Housing program.
- Collaborate in the development and implementation of a detailed operating budget based on data regarding cost per resident served, case load/fidelity model benchmarks, and integrated funding sources to ensure a balanced budget.
- Ensure program compliance with data tracking, case management notes, shift notes etc. utilizing the agency's Salesforce data platform.
- Monitor and implement contract compliance across all Catalyst Supportive Programs.
- Ensure that facility and programs are in compliance with all applicable contractual, licensing, staffing, and safety mandates.
- Advocate for systemic change that improves the lives of low-income, homeless individuals, represent the Catalyst program in the community to provide feedback to the local continuum of care and assist with system change, and serve as designated liaison with identified community agencies and institutions that are collaborating in service delivery to target populations.
- Develop and sustain successful working relationships with community partners to enhance the effectiveness and scope of housing and service opportunities available to individuals served by the Catalyst Program.
- Develop partnerships and positive relationships with neighbors of the Catalyst project to foster a health neighborhood.
- Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure the confidentiality, integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).
- Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by the Managing Director.
- As a mandated reporter, follows all procedures outlined in agency policies and procedures to report to the proper agency when there is suspicion and/or confirmation that a child or adult has been a victim of abuse or neglect.
- Adhere to the tenets of Catholic Social Teaching and Catholic Doctrine.
- Perform related functions, including advocacy, to support the mission of Catholic Charities.
To perform this job successfully, an individual must meet the minimum qualifications listed below. These qualifications are representative of the knowledge, skill and/or ability required to perform this job.
Education/Experience: to perform this job successfully, an individual must have a Bachelor's Degree in a related field, plus three (3) years' experience in a leadership/residential setting; or an equivalent combination of education and experience. Knowledge of community resources, experience in direct client services and case management. Experience working with issues of homelessness, poverty, and violence against marginalized groups preferred.
Certificates/Licenses: To perform this job successfully, an individual must have a valid Driver's License and ability to drive for work use. Successfully pass background check applicable to position.
