Employment: Contract Employment
Compensation: $78,000 - $100,000 - with benefits, based on experience & background.
Location: Cape Cod, MA - Remote work - reporting to NRCS and District office when required.

Day to Day Technical Direction by NRCS CCWRRP POC
CAPE COD CONSERATION DISTRICT (CCCD) provides funding and technical assistance to help manage, protect and conserve the land and water resources of Cape Cod. Our District is one of 3,000 in the
United States. We work closely with landowners and local communities on issues relating to soil conservation and water quality protection. We are partners with the USDA Natural Resources Conservation
Service (NRCS), to identify and resolve a variety of conservation challenges. Our work embraces a partnership approach that involves local, county, state and federal agencies. The District also sponsors educational programs that help promote soil and water conservation.
A. Qualifications
- A bachelor’s or higher-level degree in environmental science, ecology, natural resources, or a related field with ten (10) or more years of professional experience in natural resource restoration/protection/management.
- At least five (5) years acting in a direct supervisory, managerial, or administrative capacity with demonstrated skills and experience successfully administering complex natural resources programs that involve multiple concurrent projects, multiple staff, and coordination and leadership of multiple partners.
- At least five years natural resource project management experience, including developing project plans, coordinating project teams, preparing budgets, developing public support, preparing scopes of work, managing consultant contracts, obtaining funding, complying with regulations, coordinating interagency activities and deliberations, managing construction, and facilitating public outreach & education.
- Knowledge and work experience with Massachusetts environmental permitting at local, state, and federal levels.
- Experience managing concurrent project tracking, accounting, and reporting systems.
- Ability to work effectively in a collaborative team environment on multiple tasks with varying deadlines.

B. Key Duties and Responsibilities (80-100% of time)
- Assist NRCS with the management and administration associated with implementation of the Cape Cod Water Resources Restoration Project (CCWRRP). Provide leadership to complete all project management activities and associated deliverables assigned by NRCS to the Cape Cod Conservation District (CCCD) for the CCWRRP projects pursuant to the “Cape Cod Conservation District Agreement to Support the CCWRRP Statement of Work dated September 29, 2022.
- Provide leadership for CCCD to hire/contract technical and administrative-support staff according to the CCCD/CCWRRP Staffing Plan.
- Supervise CCCD staff.
- Provide leadership to build CCCD capacity for CCWRRP project implementation.
- Assist with assessment and prioritization of project.
- Assist with public participation activities.
- Coordinate with project Sponsors and partners to facilitate completion of the Sponsor’s requirements of the CCWRRP and associated project agreements.
- Assist with selection of projects for annual NRCS funding and scheduling of projects to meet
CCWRRP implementation goals.
- Maintain positive and open communication with all engaged partners and work collaboratively to expedite projects in accordance with the defined timeline and technical specifications.
- Coordinate with project sponsors and partners to facilitate the monitoring of completed projects and identify potential adaptive management measures.
- Coordinate with project sponsors and partners to facilitate completion of the Sponsor’s requirements for maintenance of completed CCWRRP projects.
- Provide monthly briefings to NRCS District Conservationist; and quarterly written reports to the
NRCS District Conservationist and CCCD supervisors.
- Provide guidance to CCCD to assist NRCS and project sponsors to develop, sign and enact project agreements to help ensure all work is completed in accordance with approved plans and specifications on time and within budget.
- Review and comment on project schedules and fund/cost documentation provided by sponsors for
CCWRRP projects.
- Assist NRCS. CCCD and Sponsors with reviewing and processing payments and reports. (ezFedGrants)
- Assist NRCS with quality assurance activities on projects under construction by coordinating inspection coverage by NRCS and sponsor staff, and by providing staff for inspection services where
appropriate to ensure completing the works of improvement in accordance with approved plans and specifications.
- Provide complete project files for CCWRRP projects managed by CCCD. The complete files will include all pertinent information regarding the planning, design and installation of projects funded under CCWRRP and managed by CCCD.
- Contract for services and administer contracts to support CCWRRP projects and CCCD tasks.
- Provide assistance to deliver programs and services that are carried out without regard to race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, and marital or family status. Maintain a positive regard for civil rights in all interactions with clients and others.
Additional Responsibilities (20% of time):
- Provide leadership and effort to build CCCD capacity in appropriate conservation efforts outside of
CCWRRP for long term CCCD sustainability in collaboration with NRCS and CCCD.
- Develop partnerships to support and fund CCCD role for wise use of natural resources and agriculture.
- Define funding opportunities and apply for and manage grants to support the CCCD role for the wise use of natural resources and agriculture.
- Develop and implement a public outreach plan relative to these efforts.
- Maintain positive and open communication with all partners and work collaboratively to further wise use of natural resources and promotion of sustainable agriculture.
- Provide monthly briefings to the NRCS District Conservationist and quarterly written progress reports to the CCCD supervisors and NRCS.
- Assist CD Chairperson to develop CCCD meeting agendas, prepare CCCD meeting minutes, and represent CCCD to MACD, NACD and NRCS.
- Draft CCCD budget and staffing plans.
- Review and draft update of the CCCD mission statement with CCCD supervisors.
