Position Overview:
The* Level I PSO* position is an entry-level security professional who provides assistance to the Government security officers serving the individual Directorates or Offices on tactical and administrative security issues affecting the mission. The Level I PSO must have a general knowledge of Security policies and procedures that will allow them to correctly field basic security questions, conduct basic indoctrination briefings, process Reportable security information, and facilitate badge and information technology (IT) account requests. The Level I PSO shall provide security support to conferences and other program activities as directed by the Government PSO.
PSOs cany out the pertinent security requirements and establish a secure mission environment in accordance with National Security guidelines and ICDs. PSOs are responsible for the implementation of national program security policy directives throughout each phase of the acquisition cycle (i.e., research and development, testing, production, delivery, integration, launch, operations, and closeout) and for providing security guidance concerning computer security issues, counterintelligence, industrial, information, operational, personnel, physical, and technical to Government and Contractor personnel. PSOs also support security sponsors for numerous Sensitive Compartmented Information Facilities (SCIFs) throughout the world and perform assessments of SCIF efficacy in protecting NRO information.

Duties and Responsibilities: *

  • Conduct security in-briefing and debriefing related to security compartmented programs and report the activities to the OS&CI's PSD.
  • Coordinate security issues, when appropriate, with internal and external mission partner organizations.
  • Maintain and update program security files and associated databases (i.e., TALON SCT, Facility and Information Security Accreditation Tool (FIAT), NRO Security Log).
  • Organize work so that assignments, projects, and taskings are completed in a timely manner and according to deadlines.
  • Process NRO access requests, ensuring proper paperwork is prepared and submitted (i.e., clearance Requests for Access (RFAs)).
  • Process NRO SCI visit requests to include IC and DoD visits.
  • Promote innovation and efficiency in areas of security support.
  • Provide ad hoc security support (i.e., security support to large conferences and other program activities as directed by the GPOC).
  • Provide daily support to the customer on the couriering, dispatching and proper handling of classified and unclassified documents IAW referenced executive directives, instructions, and orders.
  • Provide day-to-day security advice and guidance to Government and Contractors concerning computer security issues, counterintelligence, industrial, operational, personnel, physical, and technical information.
  • Provide personnel security support to program sponsored individuals, to include receiving, documenting, and forwarding reportable personal security information as appropriate.
  • Provide security incident response support to include accurate documentation, appropriate notification(s), preliminary investigation, and timely resolution.
  • Support staff elements for foreign disclosure guidance on the proper procedures and requirements for the release of U.S. classified information to foreign mission partners.
  • Respond to actions that are security related or assigned to security offices.
  • Respond promptly to customer service needs and requirements for program security support.
  • Support personnel in-processing and out-processing transactions (i.e., Automated Out-Processing and Relocation System (AORS), NRO Account Action Process Requests (NAAP), NRO Badge Requests, Suite Access Requests, etc.), SCI indoctrinations and debriefings, and security briefings.
  • Support the process for the National Disclosure Policy (NDP) for field and staff elements.
  • Support the resolution of access and clearance issues that require checking various NRO and Community databases, as well as updating and ensuring the accuracy of various Government security databases.
  • Responsible for supporting SCI and SAPs for legacy and evolving programs.

Additional desired skills/experience:

  • Program Security Officer (PSO) positions require program security experience working with Government security programs.
  • Experience working directly with SCI or Special Access Programs (SAP) programs in the NRO and/or IC is highly desired.
  • Demonstrate writing ability, broad security program management and security acquisition experience, and experience interacting with senior federal Government and Contractor managers.
  • General knowledge is required with personnel, physical, operational, technical, information, industrial, and information system security issues to include working knowledge of ICDs and Director of Central Intelligence Directives (DCIDs).

Clearance:

  • TS/SCI with Polygraph

Years of Experience/Education Requirements

  • Associate's Degree
  • 3 years of relevant experience

Travel:

  • The work requires periodic domestic travel and possible overseas travel.
