JOB SUMMARY
Fresno Metro Ministry (Metro) Project Managers are highly motivated individuals with the passion and necessary skills to implement community and economic development, cross-sector and multicultural collaboration projects in a high-energy environment. Managerial duties also include all aspects of community and partner engagement, grant writing, program reporting, and budget management and related administrative activities. The Better Blackstone Project Manager will work under the direct supervision of the Metro Strategic Advisor, and be responsible to the Metro Deputy Director and Metro Executive Director as well, for implementing and managing various community, economic, urban planning and development projects and stakeholder association building programs. While receiving general guidance and direction, Metro Project Managers are accountable for the planning, organization, day-to-day operation and evaluation of assigned projects, and manage and direct the work of team members, including Project Coordinators, Community Builders, volunteers and interns. Project Managers are committed to teamwork and working collaboratively across diverse program and project areas within Metro as well as with a wide range of community stakeholders.

PROGRAM DESCRIPTION
Better Blackstone is an exciting and relevant place-based initiative designed to bring neighborhoods, businesses and anchor institutions together to inform and support community economic development projects and other desirable public and private investments along Fresno’s spine and backbone corridor, Blackstone Avenue. With the launch of Fresno’s first Bus Rapid Transit (BRT) system operations in February 2018, Blackstone has become a focus area for implementation of Fresno’s General Plan and Development Code that promote the transition of a fading commercial corridor into a vibrant mixed-use and multi-mobility corridor, with new businesses, jobs, public spaces, streetscapes, services and affordable housing. A five-year history, prior to the COVID pandemic, of resident engagement in adjacent neighborhoods and with corridor businesses and property owners that included quarterly meetings of the Better Blackstone Association, needs to be re-started, re-energized, expanded and integrated with various Better Blackstone partnership and grant efforts. A focus on implementing new complete streetscape improvements called for in the Southern Blackstone Smart Mobility Strategy, along with encouragement and advocacy for new mixed-use Transit Oriented Developments that include affordable housing and commercial services and jobs for neighboring and new residents are the current priorities. Reviving the Better Blackstone Association will be foundational and leverage all interrelated projects and programs.

ESSENTIAL JOB FUNCTIONS

While the essential functions outlined below describe a significant portion of this position’s assigned responsibilities, other functions and accountabilities may be assigned from time to time. In the spirit of cooperation and teamwork, it is expected that all employees will do whatever is necessary to further the mission and work of Fresno Metro Ministry.

  • Design and implement project work plans, which include: conducting community and business outreach and education, leadership development and civic participation, facilitating innovative cross-sector learning experiences and community information forums, overseeing communications and marketing, and identifying relevant policy issues for action.
  • Personally conduct and supervise part-time staff and interns in comprehensive and inclusive community outreach, engagement and stakeholder association building.
  • Evaluate program efficiency and effectiveness using internally developed benchmark data and indices with an emphasis on outcomes, accountability and program sustainability; recommend enhancements, and/or modifications to programs as deemed necessary.
  • Monitor and ensure program compliance and reporting consistent with Fresno Metro Ministry standards.
  • Help write, manage and report on grants secured to fund Metro programs and projects.
  • Participate in the hiring and supervision of project staff and volunteers; monitor and evaluate their performance and provide training and development, ensuring they have the knowledge and skills essential for the efficient, effective and compassionate delivery of services. Implement corrective measures as appropriate.
  • Develop and maintain collaborative relationships with other community-based organizations, schools, churches, governmental agencies and leaders within the business community to promote and further Fresno Metro Ministry mission and vision and gain their support and involvement in our programs.
  • Participate in team grant writing to enhance Metro’s fundraising portfolio.

REQUIRED KNOWLEDGE AND SKILLS

  • Knowledge and experience in the development and implementation of community plans and projects in partnership with elected officials, governmental staff, business representatives and community stakeholders.
  • Demonstrated skill and comfort in communicating orally and in writing with groups of all sizes, in person as well as through the electronic media.
  • Experience managing successful campaigns and developing multi-pronged community development or public policy projects with demonstrated outcomes.
  • Experience in mentoring, training, motivating and providing leadership and direction to others including staff and volunteers.
  • Understanding of the principles of fund development and community relations.
  • Ability to work effectively and professionally with individuals from diverse cultures and backgrounds.
  • Demonstrated analytic and problem-solving skills.
  • Ability to work successfully both in a team environment and independently.
  • Capable of managing multiple tasks and thrive in a deadline-driven environment with frequently changing priorities.

ADDITIONAL DESIRED KNOWLEDGE AND SKILLS

  • Fluency in Spanish or another language other than English spoken by community members along Blackstone.
  • Full Microsoft Office Suite capabilities: WORD, Excel, PowerPoint, etc.
  • Website and/or social media communications content development and management.
  • Familiarity with smart growth, community revitalization, public health and/or environmental justice principles.
  • Grant writing and management.

OTHER REQUIREMENTS

  • Demonstrated ability to set priorities, meet deadlines and work with high degree of accuracy.
  • Must have reliable transportation and possess a valid California driver’s license and have proof of insurance prior to first day of employment.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree from an accredited four-year institution or an equivalent combination of education and experience in a field relevant to the project is required.
  • Three or more years of progressively responsible and diverse experience, preferably in a non-profit/community-based organization setting, with demonstrated effectiveness in community organizing and project management is essential.
  • Master’s degree in planning, community development, public policy or public administration is a PLUS, however at least 2 years of progressively responsible experience is recommended.

COMPENSATION

$50,000 to $52,500 annual salary- Commensurate with qualifications and experience. Full benefits- Medical, Dental and Vision and optional salary reduction 403(b) plan and AFLAC.

Work is often performed in an environmentally controlled setting but may frequently require work in outdoor environments with exposure to temperature extremes and/or inclement weather. Staff is regularly required to sit; stand, walk and climb stairs, speak and hear, both in person and by telephone; and use fingers and hands repetitively to operate office equipment including keyboards and to reach with hands and arms. Occasionally required to stand, walk, stoop, kneel or bend and may lift up to 50 pounds.
