The Virginia Department of Education is seeking a qualified and experienced individual to oversee quality initiative opportunities, education and technical assistance for early childhood and school-age care professionals in the Commonwealth.

The purpose of this position is to support the operational implementation of Virginia’s unified measurement and improvement system (VQB5). This position will provide support in the development and administration of policies and procedures for measuring quality in all of Virginia’s ~10,000+ publicly-funded infant, toddler and pre-K classrooms, including family day homes and child care centers. This position will support VQB5 operations related to quality assurance of local and external CLASS observations, development of internal policies and procedures, and processing annual VQB5 quality profiles. This individual will report to the Associate Director of Quality Measurement and Improvement and work closely with other leaders within the Division of Early Childhood Care and Education to support a unified vision of quality.

Minimum Qualifications
At a minimum, the qualified applicant will possess:
  • Knowledge and experience with early education regulations and/or policy development.
  • Knowledge of early childhood program continuous improvement process planning and program evaluation
  • Ability to develop, implement, and monitor execution of operational procedures to support efficiency.
  • Strong communication skills both oral and written; excellent interpersonal skills
  • Ability to analyze and define problems and apply problem-solving techniques to complex care and education issues.
  • Skill in preparing and maintaining spreadsheets and planning documents related to project management or contract oversight.
  • Demonstrate the ability to use early childhood program data to evaluate program effectiveness and progress.
  • Ability to effectively present technical and complex information to various audiences.
  • Knowledge and understanding of birth to five early childhood quality rating and improvement systems.
  • Demonstrate the ability to produce and complete projects and manage multiple assignments with critical deadlines.
  • Knowledge of the birth to five early childhood landscape, whether in family home, center or school based programs, with a specific focus on publicly funded programs;
    Ability to use word processing, spreadsheets, presentation software, and online data collection systems.
  • Graduation from an accredited college or university or an equivalent combination of education and experience.

Preferred Qualifications
In addition, preferred candidates will have:
  • Experience in early childhood, education, non-profit or business communications, operations, or policy/administration or related area.
  • Knowledge and experience in the Classroom Assessment Scoring System (CLASS); CLASS certification.
