Summary:

The Safety Officer is responsible for all safety issues for the Warm Springs Casino Enterprises (WSCE) guests and employees. Responsibilities include, but are not limited to, inspections, developing safety/emergency programs and plans, documentation, and safety training. The Safety Officer is tasked with continuously monitoring and adapting safety procedures and operations to ensure a safe and fully compliant work environment for all employees. Additionally, he/she is responsible for assessing the current and future safety needs for all WSCE departments and employees.

Essential Duties and Responsibilities:

  • Serves as the subject matter expert in all aspects regarding safety and risk management for WSCE.
  • Works directly with Leadership and Human Resources on establishing and developing strategies to maintain the safety of the enterprise.
  • In collaboration with Leadership assesses systemic barriers to improving safety in both WSCE facilities and daily practices.
  • Ensures that WSCE provides a safe and fully compliant environment for all employees, patrons, and other personnel.
  • Ensures the workplace is free from hazards, conducts injury/accident investigations, safety training, and audits as necessary; designs programs to prevent injury or illness.
  • Monitors and coordinates the administration and application of overall safety Programs and the Safety Committee as well as preventative safety policies.
  • Conducts comprehensive safety assessments and gap analyses. Collects and analyzes a variety of complex data and information. Performs statistical analysis to determine program needs.
  • Participates in formulating and administering Company Policies.
  • Reports accidents and conditions requiring correction according to policies and procedures; writes reports including action taken.
  • Investigates safety related complaints for issues needing corrective action; responds to emergency medical situations; investigates accidents to identify causes and determine mitigating action for future accident prevention.
  • Inspects workplace environments, equipment, or practices to ensure compliance with relevant safety standards and regulations.
  • Manages worker's compensation claims, correspondence, and follow-up.
  • Conducts safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
  • Establishes and maintains effective communication with all departments in safety related matters.
  • Plans, implements, and conducts preventative care, safety, and OSHA and other compliance programs, including training all affected personnel.
  • Plans, implements, manages, and maintains comprehensive environmental safety and health programs at all WSCE locations.
  • Collaborates with the Security Director and other Leaders to develop, improve, and implement Emergency Action Plans. Serves as the primary HR contact for work-related injuries and case management.
  • Maintains written logs and other documentation of all safety meetings, inspections, reports, correspondence, and/or any other safety activities and/or programs.
  • Participates in Team meetings, employee appreciation programs, plans, and activities, and other employee related activities.
  • Advises the Leadership Team on the progress, status, implementation, and other implications of activities regarding safety.
  • Maintains an effective working relationship with employees, Management, Tribal and other local agencies, and teams; works effectively as a team member as well as independently, exercising judgment and initiative.
  • Maintains his/her professional and technical knowledge by establishing networks; participating in professional societies; conferring with representatives of Federal, State, and Tribal agencies and related organizations.
  • Keeps abreast of current industry trends and technical pronouncements of applicable safety and risk standards as well as changes in local, state, tribal, and federal laws as applicable.
  • Ensures compliance with IGRA, the Tribal-State Compact, all Tribal Codes & Ordinances, Tribal Gaming Regulations, FinCEN requirements and Warm Springs Gaming Enterprise Internal Controls and/or Policies & Procedures.
  • Maintains on-call status to assist as needed in case of emergency.
  • Will perform other duties and projects as assigned.

Education, Qualifications and Experience:

  • AA degree in occupational safety and health, risk management, or related field. Equivalent education or experience may be substituted year for year.
  • One (1) year of gaming operations experience.
  • Working knowledge of gaming regulations including casino internal controls, tribal codes and ordinances, tribal-state compacts, and minimum internal control standards.
  • Knowledge of Human Resources principles and practices as well as educational, cultural, political, governmental, and employee relations issues.
  • Industry specific certifications related to food safety, occupational safety, and risk management.
  • Three (3) years of experience directly related to Safety and Risk Management duties and responsibilities.
  • Knowledge of advanced principles and practices in Safety, emergency response action plans, and accident prevention programs.
  • Demonstrated working knowledge of OSHA, HEPA and Life Safety Code.
  • Current certifications in First Aid, CPR, OSHA, and Safety and Construction Industry Standards are required either upon hire or within an agreed upon period after hire.
  • Must be proficient with Microsoft Office software.
  • Must be highly motivated, goal oriented, and willing and able to make informed decisions.
  • Must have strong interpersonal skills to communicate effectively with staff, Management, the public, and all business contacts.
  • Must always present a professional appearance and demeanor.
  • Must have a flexible schedule and be able to work outside the standard workweek as business needs dictate.

  • Excellent communications skills are essential. This includes verbal, written and listening skills. Must be able to communicate effectively with all levels of personnel, management and guests while providing excellent service to internal and external customers. Must maintain strict confidentiality.
  • Thorough understanding of training processes, including planning, developing, creating, and presenting training and presentations. Ability to moderate large groups.
  • Must establish and maintain excellent working relationships with department heads, members of the public, employees and/or vendors.
  • Must be able to analyze and solve complex problems that may have non-standard solutions. Must be extremely organized and detail oriented.
  • Skilled in solving practical problems and dealing effectively with situations where only limited standardization exists.
  • Skilled in risk assessment and management; project planning and management; administrative functions, controls, and tools; conflict management and problem solving.

Physical Demands:

  • Some lifting and carrying is required. Lifting items weighing as much as 60 pounds may be required, but this should occur rarely, i.e., less than 15% of the time.
  • This position requires reaching, manipulating and keyboard operation (typing).
  • This position requires sitting, stooping, standing, bending, and walking.
  • This position requires intense and exacting mental and visual attention.

Working Conditions:

  • This job is typically performed under very comfortable working conditions; disagreeable elements are generally absent during normal job performance. However, at times, it requires working in areas where the noise level is high, where there is secondhand tobacco smoke while performing intense, complex, and very involved tasks with major responsibility.
  • Must observe and comply with all safety regulations and procedures, including the use of all safety equipment provided. Must always practice safety.

Special Requirements:

  • Must maintain a valid Oregon driver's license.
  • Must be 21 years of age or older.
  • Must submit to and pass a drug/alcohol screening test.
  • Must submit to and pass an Oregon State background investigation.
  • Proven gaming license eligibility preferred.
