Job description
The Security Program Manager oversees the countywide security program. The position is responsible for developing and implementing security strategies, policies, and procedures, monitoring security related contracts, and controlling budget for security operations. The position ensures security continuity throughout County-owned buildings and facilities, including designing and conducting themed security trainings, exercises, and drills. The position also ensures that policies and procedures are followed and maintained. Does related work as required. Work is performed under general supervision.
- Acts as the primary facilities security expert for the County;
- Plans, develops, and directs security programs for County owned buildings and facilities;
- Establishes, implements, and maintains quality control standards for all phases of the security program;
- Develops and implements policies and procedures for security operations;
- Plans and implements comprehensive strategies to include safety plans and security response plan;
- Coordinates, oversees, and inspects installation and maintenance of the access control systems;
- Controls the security operations budget, monitoring expenses and documenting processes;
- Oversees maintenance of contracts for physical security, including key systems;
- Manages the access identification card (AIC) process, the physical badges, and district key card program, to include oversight of issuing, replacing, and deleting AIC Cards to employees as well as on-site contractors;
- Implements and manages critical infrastructure information and sensitive security information (CII and SSI);
- Serves as the project manager for security hardware and infrastructure projects which may include fencing, card access, alarm systems, and video surveillance systems;
- Prepares surveillance equipment maintenance schedules, facilitating repairs in a timely manner;
- Coordinates, conducts, and oversees ongoing training of security topics to include Terrorism and Security Awareness and Annual Fire Extinguisher;
- Provides security information and updates to employees through County communication channels;
- Collaborates with department management to determine security needs, designing security components for operations and processes;
- Conducts security inspections of all locations to ensure security practice compliance and to report and address policy violation;
- Coordinates responses to emergencies and alarms, as well as compiling incident reports;
- Investigates security violations and other suspicious activities;
- Works with the local law enforcement agency to investigate theft incidents;
- Coordinates with local and state law enforcement agencies when necessary and ensures district personnel is prepared for an emergency response to a criminal or terrorist act against the public;
- Works collaboratively with Emergency Management team and plans for emergency drills (fire, tornado, etc.);
- Ensures compliance with County policies, security regulations, and industry standards;
- Gathers security intelligence and implements preventive measures;
- Keeps abreast of new technologies and advancements in security services as well as security threats;
- Performs relates tasks as required.
- Strong understanding of the principles, methods, and techniques of facility safety and security;
- Knowledge of security regulations and industry standards;
- In-depth knowledge of security procedures and surveillance equipment and techniques;
- Ability to coordinate responses to security breaches and threats;
- Excellent interpersonal and communication skills;
- Ability to manage a county-wide Security Program, to include budget and related projects;
- Ability to develop and implement safety, security and emergency operational procedures;
- Ability to conduct investigations of security incidents;
- Ability to communicate effectively vocally and in writing;
- Ability to operate a personal computer and related software;
- Ability to establish and maintain effective working relationships with staff, department managers, County officials, vendors, and the general public.
Bachelor’s degree in business or public administration, criminal justice, safety management, or related field and 5 years of increasingly responsible experience in security management preventing illegal activity and performing access control in a multi building campus setting, or related security field or; an equivalent combination of training and experience.
A professional security management certification through American Society for Industrial Security (ASIS), or other similar organization is desired.
Possession of a driver’s license valid in the Commonwealth of Virginia.
