HIRING RANGE: $66,691.30 - $78,460.36FULL SALARY RANGE: $66,691.30 - $90,229.42Under limited direction, the Senior Accountant manages and provides skilled accounting work for capital projects, grants, capital assets, escrow, developer agreements, Vehicle Equipment Replacement Fund (VERF) and Tax Increment Reinvestment Zone (TIRZ) funds. Provides daily financial oversight to ensure that the financial records are complete, accurate, and comply with policies and procedures. This position also serves as the backup for the Town’s accounts payable and payroll functions, as well as the backup for the payroll and accounts payable review functions.SUPERVISION RECEIVED AND EXERCISEDReceives general direction from the Accounting Manager.No supervision is exercised. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. lncumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

EXAMPLE OF DUTIES
Duties and responsibilities include, but are not limited to, the following: Essential FunctionsPrepares and records asset, liability, revenue, and expense entries by compiling and analyzing account information.Prepare journal entries. Maintain, reconcile and audit a variety of ledgers, reports and accounting transactions to ensure accuracy.Prepare monthly bank reconciliations and related journal entries; resolve banking issues as needed, i.e. returned items and deposit discrepancies. Reconcile the Town’s investment accounts and prepare related journal entries.Analyze, verify, and prepare journal entries for daily cash deposits for various departments.Create and maintain various spreadsheets to assist in tracking and analyzing revenue and expense items.Monitor and balance various accounts; research and analyze transactions to resolve problems relating to accounts.Maintain fixed assets data, and create related transactions and reports.Summarizes financial status by collecting information, preparing balance sheet, profit and loss, and other statements.Assists with external audit by analyzing and reconciling general ledger accounts; preparing end of year work papers for assigned areas.Works closely with the Engineering department to identify and reconcile Capital project funding sources; assists with Capital Improvement Program (CIP) budget forecasting and development.Manages and ensures the proper accounting for all grants; coordinates the appropriate tracking, monitors cash receipts, and performs general auditing.Manages VERF funds and maintains spreadsheets and tracking.Creates project accounts in the accounting system; assists with financial reporting and projections for various TIRZ funds; monitors and balances various accounts; research and analyze transactions to resolve problems relating to accounts.Monitors and maintains project related records; tracks project variances and submit variance reports to management; reviews and monitors developer agreements.Reports to management the remaining funding available for projects, and closes out project accounts upon project completion.Prepares various tax reports and mandatory report documentation for various government agencies.Performs professional accounting function in compliance with generally accepted accounting practices.Backup for the accounts payable and payroll functions.Backup for the review of payroll and accounts payable in the absence of the Accounting Manager.Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
Experience and Education Guidelines: Five (5) years of accounting or municipal accounting experience.Bachelor's Degree in Accounting, Finance or a related field.Certified Public Accountant for the State of Texas and/or governmental fund accounting experience preferred.Must possess a valid Texas driver’s license.Must pass MVR check.Must pass pre-employment drug screening and background check.Equivalent combination of education and experience may be considered.Knowledge of: Municipal Finance.Accounting best practices, Statement of Financial Accounting Standards (SFAS) rules, research skills, and analyzing Information.Operational characteristics, services and activities of an accounting program including project accounting, accounts payable, accounts receivable and financial reporting.Governmental Accounting Standards Board (GASB) requirements and Generally Accepted Auditing Principles (GAAP) related to municipal finance administration and program development.Federal, State and Local financial policies, laws and regulations, including tax laws.General business practices in the field of finance.Methods and techniques of developing and implementing accounting systems.Computers and related equipment, hardware and software for development, and tracking of fixed assets and general ledger. Ability to: Demonstrate attention to detail, thoroughness, and meet deadlines.Maintain confidentiality.Ability to use financial software and demonstrate general math skills.Prepare clear and concise reports using a variety of software applications.Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.Effectively communicate both orally and in writing.Track, monitor, and review various reports.Prioritize and organize various assignments in order to produce efficient results.Read and understand reference and legal material such as the Local Government Code.PHYSICAL DEMANDSThe physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.
