The Division of Community Program Management and Managed Care, Office of Managed Care is recruiting to fill one Senior Healthcare Program Specialist. The Office of Managed Care is responsible for large scale system transformation as New York State migrates from a fee-for-service system to a person-centered service system focused on recovery.

The incumbent of this position will assist the Office of Managed Care and its stakeholders (e.g., Medicaid managed care plans, local government, providers, and clients) in transitioning the children’s behavioral health services system into Medicaid Managed Care. Special emphasis will be placed on managed care plan performance evaluation and oversight. Travel within New York State is required.

Specific duties include, but are not limited to, the following:

• Organize, coordinate and participate in managed care oversight review activities
• Work with State partners to develop, implement, and monitor Managed Care Organization compliance with behavioral health standards
• Accept new responsibilities in response to the Office’s evolving needs
• Support the Bureaus within the Office of Managed Care in a broad range of managed care plan evaluation activities, including the analysis of managed care plan performance and the review of managed care plan documentation that act in accordance with contract requirements
• Collaborate with staff from other divisions and agencies, as appropriate

Basic Qualifications:

• Bachelor’s degree with 5 years of professional experience
• Candidate’s must possess a bachelor's or higher degree in health administration, mental health counseling, public administration, public health, public policy, social work, sociology, or related fields.
• Candidates with experience in behavioral health or public policy with expertise in health care. transformation, New York State public health insurance programs, and/or behavioral health/health care policy are encouraged to apply.
• Must be a United States Citizen or a Permanent Resident of the United States in order to be considered.
• Employees must follow established work schedules. The usual work schedule is 40 hours per week, Monday through Friday. Normal work hours are 8:00 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 40 hours per week.
