Main Duties and Responsibilities:
  • Manages the administration of all North American employee benefits programs including medical, dental, life and disability and executive benefit plans.
  • Leads the annual design process to ensure plans are competitive and cost effective.
  • Evaluates, compares and recommends improvements/changes to existing company benefits by utilizing market data from various consultants, surveys, and other sources of information.
  • Plans, develops, and/or participates in area and industry surveys.
  • Develops specifications for new plans or modifies existing plans.
  • Maintains company's competitive position in labor market.
  • Ensures consistency across all regions while complying with union agreements.
  • Working with benefits consultants and compensation, benefits & HRIS team, develops financial strategy to align with business goals while providing competitive benefits to assist with recruiting and retention efforts.
  • Develops overall benefits communication strategy including new hire orientation materials, on-going employee communications, exit materials, and annual enrollment communications.
  • Serves as central point of contact for escalated issues as related to eligibility and vendor performance.
  • Provides regular communication updates to field human resources team, and advises and counsels management and employees on existing benefits.
  • Prepares and executes, with legal consultation, benefit plan documentation and amendments including summary plan descriptions, summary annual reports and manages audits as necessary. Instructs insurance carriers, trustees, and other administrative agencies outside the company to effect changes in benefit program. Ensures prompt and accurate compliance.
  • Assists in development of company bargaining proposals for employee benefits and analyzes union benefits demands. Obtains and prepares cost data for company and union proposals and final settlements.
  • Assures company compliance with provisions of Employee Retirement Income Security Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Reviews and analyzes changes to state and federal laws pertaining to benefits, and reports necessary or suggested changes to management and human resources. Coordinates company benefits, with government sponsored programs.
  • Working with HRIS manager and ensures integrity of all benefits related employee data. Ensures compliance with HIPAA and other privacy regulations as it relates to benefits administration. Works with benefits consultants to provide quarterly KPIs via scorecards/dashboards for management
Qualifications
Education:
  • A bachelor's degree, master's degree preferred.
  • Certified Benefits Professional preferred
  • CEBS a plus
Work Experience:
  • Seven years of experience in Benefits Management.
  • Experience should include outsourced benefits administration, working in a self-funded medical plan, and working with a large, dispersed population of varying backgrounds.
  • Working knowledge of Canadian health and wellness benefit programs a plus.
  • Experience in vendor management a plus.
Technical Skills:
  • Ability to construct financial models and budgets, and manage same.
  • Ability to manage a team of professionals and specialists across geographic regions.
  • Project management skills.
Language / Communication Skills:
  • Ability to communicate (verbally and written) with all levels of the organization
  • Ability to convert complex benefit text into simple, easy to understand, compelling messages.
