Division Overview:
The Technical Programs Division is comprised of the Center for Technical Excellence (CTE), a knowledge management function (KM), and three regional teams that develop and manage programs in Southern, Eastern and Central Africa (AFR), Asia, Middle East and North Africa (Asia/MENA), and Global Programs, Latin America, and West Africa (GLW). CTE, KM, and the regional teams interact with each other to harvest best practices, develop innovative tools and approaches, support project implementation, and grow the regional portfolios.
Roles and Responsibilities:
The Senior Regional Program Manager/Program Manager is responsible for carrying out technical support and overall operational implementation for their designated project(s) within GLW Region portfolio. Under the supervision of the Portfolio Director, he/she/they will work closely with HQ and country-level technical and management staff to provide programmatic support and operational guidance to field programs, requiring frequent coordination and data analyses. This includes supporting headquarters and field teams in work planning, results monitoring, documenting milestones, promoting achievements, report writing, identifying opportunities for knowledge sharing and learning, and developing new technical strategies. He/she/they may also supervise Project Coordinator(s) and work in concert with the Regional Finance Director, along with other members of the team and HQ support functions.
At URC business development is everyone’s business. This position includes participation in URC business development efforts as needed.
Primary responsibilities include but are not limited to the following:
  • Provide direct support to one or several of the GLW Region’s projects to ensure quality implementation and compliance with company and donor policies and procedures. Backstopping will be provided through both in-country support to the field team and regular backstopping from the HQ office.
  • Participate in program and technical reviews and support in-country staff to develop plans to address implementation gaps in coordination with relevant staff.
  • Support URC business development efforts.
  • Work with HQ and field technical and management staff to ensure necessary program planning and to mobilize program inputs to support the achievement of project deliverables, whether through consultants or through home office technical assistance.
  • Support continuous learning within the project and sharing of project learning and results with appropriate URC teams.
  • Ensure implementation and management activities function smoothly and efficiently and that appropriate coordination occurs with HQ finance/contracts, procurement, and human resources support functions.
  • Supervise and work closely with the Project Coordinator(s), who is (are) responsible for providing overall operational support for field-based programs and provide backstopping support as needed to ensure timelines and completeness of these tasks and related activities, including project close-out, procurement, and budget monitoring, in compliance with budget and client regulations, and sub-award and grant management. Ensure that contractual requirements are met and that any needed URC approval requirements are obtained.
  • Support senior technical and program staff in the development of annual country work plans, including accompanying budgets and monitoring, evaluation, and learning (MEL) plans.
  • Support development of and ensure high quality project deliverables to include periodic reports and knowledge management products. These deliverables may require writing, editing, proofreading, and data analysis. Ensure that necessary staff, partners, and stakeholders (both at HQ and in-country) are included in sharing of information and knowledge and that the flow of information is multi-directional.
  • Ensure that p4roject technical products are shared through the URC CONNECT Knowledge Center and that project accomplishments are shared with the URC HQ-based Marketing & Engagement team.
  • Coordinate with partners and other organizations on project activities and represent URC and its projects at meetings and give technical presentations on project activities.
  • Other tasks as consistent with the nature of this position including support with business/proposal development efforts. as applicable.
  • As needed, attend and represent the organization in various events, seminars and functions.
  • Travel to developing countries as required up to 30% of the time.
Required Experience & Qualifications:
  • Minimum of five (5) yeas of experience in an HQ support function, on US government donor-funded projects in charge o programmatic and financial management tasks. USAID prime experience is highly preferred.
  • A bachelor's degree in a related field; a master's degree is highly preferred.
  • International field experience in developing country setting (such as Peace Corps service or equivalent) preferred.
  • Bachelor's degree in health-related specialization, public health or administration, or related area/program of study such as business administration, accounting, international development, or related area/program of study.
  • Strong experience with financial management, including experience reviewing expenditure vouchers and accompanying receipts and determining allowability, allocability, and reasonableness of back-up documentation for expenditures.
  • Demonstrable background in budgeting, including experience with and aptitude for creating budget scenarios, projecting expenditures based on clear assumptions, and tracking actual expenditures against projections.
  • Flexible and able to handle multiple tasks and work collaboratively with others. Able to work independently in a fast-paced organization by prioritizing and managing multiple priorities. Strong attention to detail and follow-through required.
  • Excellent communication skills (verbal and written) in English are required.
  • Conversational French required.
Desired Experience & Qualifications:
  • Experience in or demonstrable ability to present and brief diverse audiences with varying backgrounds and learning styles highly desired.
Physical Demands:
  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • This position would require opening filing cabinets and bending or standing on a stool and may require the ability to lift files/folders/boxes, as necessary.
  • This position may require travel up to 30% time to domestic and international locations with varying distances, duration, and modes of transport.
