The Microsoft Datacenter Development Land Development Organization supports the development and delivery of Microsoft’s datacenter portfolio from site selection through design, permitting, construction and operation. The MS datacenter development portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects.

Microsoft is looking for a Senior Water and Wastewater Program Manager for the AMERS region to lead the development and execution of water and wastewater delivery strategies for the lifecycle delivery of datacenter development. The Senior Water and Wastewater Program Manager will be a key contributor in the execution of comprehensive water and wastewater infrastructure analysis and improvement programs and to the Microsoft pre-construction program. This role will require regular engagement with key Microsoft stakeholders, as well as strategic engagement with Authorities with Jurisdiction (AHJs) and other external stakeholders.

This role is 100% remote with 25% domestic travel required.


Responsibilities

  • Performs program landscape research and analysis , forecasting, and examines business trends, to identify audience size and program scope, and stays current, agile, competitive, and contributes to programs impacting the broader unit. Demonstrates thought leadership in contributing to overall business goals, objectives, and strategies, as well as short- and long-term business priorities. Understands and identifies current program risks, impact, and develops mitigation plans impacting the broader unit.
  • Identifies and scopes opportunities to develop new programs and improve current ones impacting the broader unit. Leads the identification and resolution of root problems (e.g., root-cause analysis) and the definition of the program strategy. Gathers program requirements, identifies resource needs, creates the project plan and targets, and works across teams to align on the plan of record. Improves the operations of existing programs by applying industry methodology, defining highly complex program issues, assessing various scenarios, and selecting the optimal scenario to resolve issues. Drives clarity in highly complex program issues and strives for simplification.
  • Leads others who work with cross-functional stakeholders to design highly complex programs from initiation to delivery, independently.
  • Lead a team of water and wastewater consultants engaged in delivery of water and wastewater for a portfolio of projects to enable new datacenter development and construction throughout the AMERS.
  • Conduct comprehensive assessments during due diligence and throughout design and construction to identify water and wastewater delivery requirements and associated risks.
  • Coordinate with key internal counterparts including land development, design, construction, operations and environmental team leaders to develop comprehensive and integrated water and wastewater delivery strategies
  • Communicate key risks, mitigations, and policies to internal Microsoft stakeholders.
  • Work with internal and external stakeholders to identify innovative solutions to resolve delays to construction or other activities due to water and wastewater delivery delays.
  • Identify agency engagement strategy and represent Microsoft in key meetings with applicable Authorities with Jurisdiction (AHJ), regulatory agencies, external stakeholders, and the public to facilitate water and wastewater delivery and datacenter development.
  • Own key strategic relationships with utilities, AHJs, regulatory agencies, government officials and other key external stakeholders and act as a single point of contact for all discussions around water and wastewater approvals.
  • Lead the development of program tools and processes to continuously improve the delivery of water and wastewater programs and delivery for datacenter development.
  • Educate the project team on water and wastewater requirements to ensure timely approvals and compliance.
  • Key Metrics will include water and wastewater delivery timeline predictability.


Qualifications

Required Qualifications:

  • Bachelor's Degree and 4+ years experience in engineering, technical program management
    • OR equivalent experience.
  • 2+ years experience managing cross-functional and/or cross-team projects.
Preferred/Additional Qualifications:
  • AHJ and Stakeholder engagement experience.
  • Mission critical design and/or construction experience.
  • Experience in delivery projects in multiple jurisdictions.
  • Experience delivering water and wastewater permits and planning approvals, and other entitlements for large scale and/or complex construction projects.
  • Experience managing a portfolio of projects and associated budgets and schedules.
  • Ability to establish and maintain cross-functional and positive working relationships with internal and external teams including environmental consultants, attorneys, contractors, and regulatory agencies.
  • Strong written and verbal communication skills, attention to detail and high standards for quality of deliverables.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $112,000 - $218,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $145,800 - $238,600 per year.
