Salary Range: $71,926.00 to $89,907.00 per year. This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County’s Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations.

Position Specific Information

The Social Services Manager position for Community Substance Use Programs provides daily leadership and oversight for the following programs: Substance Abuse Comprehensive Outpatient Treatment at Roof Above Mens’ Shelter and Salvation Army Center of Hope Women’s Shelter; Partnership with Safe Alliance Domestic Violence Shelter; Substance Abuse Comprehensive Treatment at the Detention Center; EASE Program (Enhancing Wellness through Affirming Services and Education); and Community-Based Mental Health Clinicians.

This position reports to the Prevention and Intervention Services Division Director. The position has four direct reports, including three Substance Use Program Supervisors and one Health Records Specialist.

Key responsibilities include ensuring high quality day-to-day service delivery for vulnerable populations such as those experiencing homelessness, addiction, mental illness, domestic violence, poverty, and incarceration. This position provides managerial support for supervisors and frontline staff, conducts both administrative and clinical supervision, monitors operational budgets, administers grant programs, maintains CARF accreditation standards, supports community partnerships, reports on strategic business plan activities and key performance indicators, participates in community assessments, and informs the direction of substance use and mental health programs supported by the County.

Position Summary

Plan, coordinate, and manage human services programs. This position is responsible for organizing staff to effectively carry out program activities; implementing program design, development and strategic planning; and ensure compliance with program requirements.

Essential Functions

Manage and evaluate assigned staff; process and resolve employee concerns and problems; direct work; coach, counsel, and mentor staff; complete employee performance appraisals; conduct interviews and make hiring recommendations
Develop procedures to meet department or program goals, ensuring adherence to regulatory guidelines
Review information with teams or staff members to provide guidance and direction in the delivery of services
Establish performance objectives, conducts periodic reviews and monitors progress
Monitor budget activities and adjusts expenditures and makes recommendations as appropriate
Review and audit staff cases and workloads to prioritize duties and referrals for new cases
Provide consultation to staff in complex case situations, acute emergencies, or cases which require a high-level decision
Complete monthly and quarterly program reports; review and analyze reports and statistics for continuous awareness of program operation
Develop program goals, objectives, and strategies to provide direct assistance to customers
Identify information and resources necessary to assess community needs
Plan and assign responsibility for staff orientation and development
May be required to staff shelters in the event of a disaster

Minimum Qualifications

Experience: Minimum of six years of experience in area of assignment, including one year of supervisory experience or completion of an approved supervisory training program

Education: Bachelor's Degree in Human Services or related field.

Licenses and Certifications
Requires a valid North Carolina or South Carolina Driver's License
Requires County Driving Privileges

Preferred Qualifications

Previous experience supervising substance use and behavioral health related programs and services

Master’s degree in a human services related field and full professional licensure such as LCMHC or LCSW highly preferred

Dually licensed clinician with CCS from the NCASPPB highly preferred

Experience providing both administrative and clinical supervision

Experience with co-occurring disorders

Experience with service provision for vulnerable and/or marginalized populations

Knowledge of trauma-informed care principles and person-centered practice

Familiarity with CARF accreditation standards and reimbursable services

Experience with electronic health records management

Experience with budgeting and familiarity with MCO’s and/or LME’s across NC
