Reporting directly to the Director of Human Resources, the Senior Human Resources Generalist is responsible for assisting the Director with the administration and implementation of a wide range of human resources functions for the Cook County Assessor’s Office (CCAO). The Senior Human Resources Generalist ensures that the human resources functions of the CCAO are executed with detail and accuracy and adheres to the core values of the CCAO. The Senior Human Resources Generalist may be required to stand in the absence of the Director of Human Resources, as needed, to perform high level, confidential human resources functions consistent with the CCAO’s mission, goals, and objectives, and in compliance with employment law, rules, regulations and policies. The Senior Human Resources Generalist is involved in a variety of employment actions to ensure consistency in the administration of personnel rules and policies and in compliance with CCAO’s Employment Plan and other court directives. The Senior Human Resources Generalist maintains good customer service and general human resources knowledge.


Essential Job Duties


  • Assists the Director of Human Resources to implement the policies and practices of the CCAO related to human resources, including, but not limited to, policies regarding Employee Handbook violations, the administration of performance evaluations, the disciplinary process, reasonable accommodations, temporary assignments, interim assignments, and reclassifications.
  • Oversees and assists with duties related to the implementation of the general hiring process and recruitment, including the posting of open positions, maintaining and updating applicant contact logs, creating applicant lists, reviewing and validating application materials, scheduling interviews, facilitating interviews, and ensuring that notification of employment actions are timely and complete, consistent with the Employment Plan.
  • Works closely with payroll to ensure position control and that reporting of HR activities, turnover, and demographics are accurately reflected in the County EBS system.
  • Ensures appropriate review and approval of documents has occurred prior to distribution of payroll.
  • Coordinates the onboarding of new hires and the offboarding of separating employees and conducts on-boarding training for new hires and interviews of employees separating from the CCAO.
  • Analyzes reports prepared for members of the Human Resources unit related to Shakman compliance, FMLA, terminations, grievances and EEO complaints with direction from the Director of Human Resources as needed.
  • Together with the Director of Human Resources, provides counseling and assistance regarding human resources issues to CCAO’s supervisors and works to resolve employee relation issues.
  • Assists the Director of Human Resources in employment classification and reclassification, including salary analysis and the writing of job descriptions.
  • Assists the Director of Human Resources with labor management relations, including the coordination and handling of union grievances and advising management to ensure employment actions comply with applicable collective bargaining agreements.
  • Together with the Director of Training, assists in conducting interview and validation training and other HR trainings required by the CCAO Employment Plan.
  • Conducts investigations into alleged violations of the Employee Handbook, prepares a summary of events, documentation, and interviews, and provides recommendations on discipline to the Director of Human Resources.
  • Assists the Director of Human Resources with investigations into allegations of workplace sexual harassment, violence in the workplace and other workplace employment actions that are not within the investigatory authority of the Director of Compliance or an external agency.
  • Manages medical or personal leaves and accommodation processes.
  • Ensures personnel issues are addressed in a manner consistent with CCAO's policies.
  • Tracks CCAO’s compliance with federal and state regulations pertaining to employment and keeps abreast of new developments and regulations in the Human Resources field.
  • Attends meetings and may serve as the lead for other human resources-related special projects, as needed.

Minimum Qualifications


  • Graduation from an accredited college or university with a bachelor’s degree.
  • Five (5) years of full-time work experience in human resources administration, personnel management, and/or employee relations.

OR


  • Master’s degree from an accredited university.
  • Three (3) years of full-time work experience in human resources administration, personnel management and/or employee relations.

Preferred Qualifications


  • Society of Human Resources Management (SHRM) Certification

Knowledge, Skills, Abilities and Other Characteristics


  • Knowledge of federal, state, county and local employment and labor laws, rules and regulations.
  • Knowledge of CCAO procedures related to CCAO operations, function, activities, or the ability to gain such knowledge.
  • Knowledge of job evaluation practices and analysis, position classification or compensation work.
  • Working knowledge of CCAO’s Employment Plan, Employee Handbook, and any applicable collective bargaining agreement(s), or the ability to gain such knowledge.
  • Excellent interpersonal skills in dealing with other governmental agencies, co-workers, staff, and the public.
  • Strong research and writing skills, including the composition of letters, memoranda and reports.
  • Strong negotiation and critical thinking skills.
  • Must be computer literate; proficient at Microsoft Office suite (Word, PowerPoint, and Excel); skill in the use of HRIS systems.
  • Experience in a unionized environment.
  • Ability to be fair and equitable in all human resources tasks.
  • Ability to investigate employee relations’ issues with discretion and utmost confidentiality.
  • Ability to prepare a summary of allegations and make suggestions of appropriate next steps.
  • Ability to assist in the performance of desk audits, tracking progress and reporting changes in a timely manner.
  • Ability to consistently interpret and apply CCAO policies, procedures, practices and guidelines.
  • Ability to lead and cooperate on specific projects related to the human resources functions of the Office.
  • Ability to communicate effectively both orally and in writing.
  • Ability to address complex issues regarding the labor and human resources functions of the CCAO.
  • Ability to work with others.
  • Ability to meet Office and departmental deadlines.

Physical Requirements


  • Visual acuity to review and edit written communications for long periods of time.
  • Walking between offices and buildings may be required.

ANNUAL SALARY: $71,957 - $93,268 Grade 21
